Urgently complete the agricultural extension apparatus, land registration office, and arrange officials at the commune level.

(Chinhphu.vn) - The Ministry of Home Affairs requested localities to urgently complete the agricultural extension apparatus and land registration offices according to the two-level local government model; arrange civil servants at the commune level, and establish public service units to provide comprehensive services.

On the morning of November 8, the Government held an online regular meeting for October 2025 with localities. Here, Minister of Home Affairs Do Thanh Binh reported on the operation of the 2-level local government model in the past 4 months.

According to the Minister, to date, localities have completed the organization of the People's Council and People's Committee at all levels. Currently, only a few localities lack a Chairman or Vice Chairman of the People's Council or People's Committee at the commune level due to officials retiring from the regime and policies, and are being urgently supplemented and completed according to regulations.

465 provincial-level specialized agencies and 9,916 commune-level specialized departments have come into operation. Some localities have completed the establishment of public service units to provide basic, essential, multi-sector, multi-field public service services at the commune level such as: Phu Tho, Quang Ninh, Bac Ninh , Thanh Hoa, Hue, Da Nang, Quang Ngai, Ca Mau, etc.

By November 4, 2025, 12/34 provinces and cities had completed the consolidation of commune-level agricultural extension organizations; 22/34 provinces and cities were urgently implementing the direction of the Central Government, the Government and guiding documents.

The review, arrangement and assignment of cadres and civil servants at the commune level to meet the requirements of performing tasks has been implemented by many localities with interest and achieved positive results. Some localities have effectively implemented the strengthening of cadres and civil servants at the provincial level to the commune level.

As of November 7, 146,847 people nationwide had quit their jobs, of which 146,839 people (99.99%) had received policy payments, demonstrating that the progress of implementing the regime and policies was ensured in a timely manner.

Strong decentralization and delegation

Decentralization and delegation of authority continue to be promoted. The proportion of tasks under the authority of the Central Government is currently 44%, while 56% has been assigned to localities, demonstrating a significant shift in the division of state management authority.

The Ministry of Home Affairs has presided over and coordinated with the Ministry of Justice to synthesize and complete an assessment report on the feasibility of implementing the tasks of decentralization, delegation of authority, and division of authority in management. Currently, the Ministry of Home Affairs is seeking opinions from ministries managing sectors and fields on proposed solutions before reporting to the Prime Minister.

Regarding finance and budget, 34/34 localities have issued resolutions on decentralization of budget revenue and expenditure, and 100% of commune-level units have completed opening accounts and paying salaries at the state treasury.

As of early November, the settlement of surplus real estate that needs to be further processed and the number of communes equipped with cars have clearly changed. 18,379 real estate properties have been processed, while 10,124 still need to be processed. Only 110 commune-level administrative units have not been equipped with cars; based on targeted supplements from the central budget, currently, 5 localities have been and are allocating funds to purchase new cars in 2025.

The arrangement and allocation of public housing for cadres, civil servants, public employees and workers continues to be carried out by localities in accordance with the practical conditions of each agency, unit and locality, typically Bac Ninh, Da Nang city, Hai Phong city, Vinh Long...

13.5 million records processed online

From July 1 to November 3, 2025, 34 localities received about 15.9 million administrative procedure records; of which 13.5 million records were processed online (provincial level: 3.3 million records; commune level: about 10.2 million records). This is proof of the effectiveness of digital transformation in serving people and businesses.

The work of eliminating power and signal gaps has also achieved many results. Up to now, 246 villages have been electrified (100% of the plan) and 36/129 villages without electricity have been covered; the remaining 93 villages with signal and power gaps are still being implemented.

According to Minister Do Thanh Binh, after 4 months of implementing the two-level government model, it has operated stably, achieved many positive results, ensuring unified and smooth management from the central to grassroots levels, and improving the quality of service to people and businesses.

Difficulties and problems in the early stages of operation related to organizational structure, personnel, opening treasury accounts, handling public assets, introducing seals and signatures, etc. have now been resolved and put into effective operation.

In addition to the achievements, Minister Do Thanh Binh frankly pointed out some difficulties. Regarding institutions, some areas are still slow to issue guidelines. The arrangement of cadres and civil servants at the commune level is not really suitable to the scale and characteristics of each locality.

In administrative procedure reform, some regulations are not yet connected between fields, especially land and tax. Some online public service systems of ministries and branches are not stable, causing disruptions in receiving and processing documents.

The physical facilities and IT infrastructure are still inadequate. Many commune headquarters are degraded, the area does not meet the requirements; some public administrative centers have not been fully granted digital signatures; and the commune does not have computers to support people in performing online public services. Repairing and renovating physical facilities in many places is still slow.

Although progress has been made in overcoming wave and power outages, it is still difficult due to complex terrain and harsh weather, especially in high mountainous areas and special-use forests.

Regarding the tasks in the coming time, Minister Do Thanh Binh requested the central ministries and branches to urgently carry out the assigned tasks in the Conclusions of the Politburo, the Secretariat, the Resolution of the Government and the direction of the Prime Minister; at the same time, promote the reduction and simplification of administrative procedures according to Resolution 66/NQ-CP.

The Ministry of Home Affairs also emphasized the need to promote the application of information technology and digital transformation in management and operation, ensure data connectivity between national and local systems, fix system errors, and create convenience for people and businesses.

Localities need to urgently complete the agricultural extension apparatus and land registration offices according to the two-level local government model, perfect the organization, arrange enough commune-level cadres, arrange civil servants to commune level, and establish public service units to provide comprehensive services.

At the same time, continue to review, count, handle, purchase, and renovate public assets according to the Central Government's guidance; promote the supervisory role of the People's Council and the Fatherland Front in the process of organizing and operating the two-level local government, ensuring democracy and social consensus.
