- On the morning of June 17, Inspection Team No. 1 led by Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, inspected the preparations for the operation of the 2-level local government model in Cao Loc district.

According to the report at the inspection session, closely following the directives, instructions, plans... of the superiors, the Steering Committee for the implementation of the arrangement and reorganization of commune-level administrative units in Cao Loc district directed and coordinated with a number of units to carry out the arrangement for 22 communes and towns.
Specifically, when implementing the arrangement, the district has 1 town and 7 communes merged with the communes and wards of Lang Son city and Van Quan district. The remaining 14 commune-level administrative units are arranged into 4 new units including: Dong Dang, Cao Loc, Cong Son, Ba Son.
In order for the four new communes to be able to operate immediately after the district level ends, the District Steering Committee has directed the implementation of organizational and personnel work; decentralization and delegation of authority; and digitalization of records...
Specifically, for organizational and personnel work, the district has developed a plan to arrange 107 civil servants on the payroll of specialized departments and offices; 8 contracts according to Decree No. 111 on new communes. The staff and civil servants are arranged reasonably, with positions suitable to their professional capacity.
Based on the Government 's decrees on decentralization and assignment of authority, the District People's Committee has directed specialized departments and offices to coordinate with communes and towns to review all areas related to land management, environmental resources, household registration, granting of construction permits for individual houses, management of public investment at the commune level... to transfer to the commune level. At the same time, it has directed direct surveys of newly established communes on facilities, information technology infrastructure... to be ready to receive and perform decentralized tasks.
In addition, tasks such as digitizing records; reviewing and handling conclusions and recommendations of inspection and examination agencies; programs, tasks, projects, public investment plans, etc. are also actively implemented by Cao Loc district.
At the inspection session, delegates focused on discussing the following contents: the establishment of specialized departments under the new commune-level administrative units; handover of public service units; management of archives; handling of public assets; staff arrangement; decentralization and delegation of authority...

Speaking at the inspection session, the Chairman of the Provincial People's Committee highly appreciated the proactiveness and positivity of Cao Loc district in preparing, building a roadmap and specific work progress to operate the new commune-level local government apparatus in the area.
Regarding the plan for arranging and distributing means, working equipment, public assets, etc.; he requested that the new communes arrange centralized working offices; equipment, means, and facilities must be used economically and effectively, with reasonable regulation, ensuring no loss. Relevant departments and branches coordinate and create conditions for the handover of facilities to be implemented smoothly and quickly.
Regarding the personnel of the new communes, for those under the management of the Provincial Party Committee Standing Committee, the implementation will follow the plan approved by the Provincial Party Committee. For the staff of civil servants, public employees, and workers, the implementation will follow the plan decided by the district; consider and resolve the regime for some officials who have retired.

Previously, the delegation inspected the headquarters of Dong Dang Town People's Committee (headquarters of the new Dong Dang commune after merging Dong Dang town, Thuy Hung, Phu Xa, Hong Phong, Bao Lam communes) and the headquarters of Hai Yen Commune People's Committee (headquarters of the new Cong Son commune after merging Hoa Cu, Hai Yen, and Cong Son communes).
