“Black credit” often occurs quietly, without much noise, but its consequences directly affect many activities of social life. Many families, due to borrowing money from “black credit” subjects, have fallen into difficult circumstances, had to go abroad to make a living, had family conflicts, and were separated. Recently, Ha Nam Provincial Police have directed professional units and local police to proactively and synchronously deploy many professional measures, prevent and resolutely fight against “black credit” crimes in the province, contributing to ensuring security, order and social safety.
Currently, the situation of crime and law violations in society is becoming more and more complicated with many sophisticated tricks, especially emerging crimes and law violations in lending activities, financial support, disguised activities in many forms contrary to the provisions of the law with high interest rates, commonly known as "black credit". Taking advantage of the difficult living conditions of people due to the severe impact of the Covid-19 pandemic, many people are unemployed, have lost their business... and have not yet accessed loans from banks and credit institutions, "black credit" operators find every way to commit violations. In addition, a group of young people participate in social evils (gambling, betting, lottery...) or due to illegal needs, they seek out "black credit" organizations. There are also cases where many people use idle money to directly lend in the form of "black credit" or participate as intermediaries, mobilizing capital, causing great risks for both lenders and borrowers.
The organization of “black credit” activities often takes place secretly with tricks, such as quickly resolving loan procedures through pawning, mortgaging driver’s licenses, vehicle registration papers, or even without collateral, just providing personal information, the person in need will quickly receive the loan. However, in return, the borrower will have to pay “exorbitant” interest rates (from 3,000 VND to 10,000 VND/million VND/day of borrowing) equivalent to an interest rate of hundreds of percent per year, pushing the borrower into a situation where it is difficult to repay the debt.
In addition to the trick of distributing and posting leaflets in public places, nowadays, with the development of technology, criminals related to "black credit" often take advantage of social networks to commit fraud. The subjects use social networks to lure people to borrow money through apps with simple procedures without collateral. When collecting debt, the subjects will put pressure by calling, texting threats, or using personal information, social network accounts of the borrower, even relatives, friends, colleagues to defame, insult honor, dignity. When the borrower is unable to repay the debt, they will ask subjects with criminal records, drug use... to collect the debt, throw dirty substances, threaten, and mentally terrorize the borrower to force them to pay them. The methods, tricks, and harmful effects of crimes related to "black credit" are one of the high risks that give rise to other types of crimes, such as: disturbing public order, intentionally causing injury, illegal detention, extortion of property, etc., causing public outrage and affecting local security and order.
Clearly identifying the complex nature and consequences related to "black credit", in recent times, Ha Nam Provincial Police have regularly promoted information and propaganda work, warning about the methods of criminal activities and illegal acts, the consequences and consequences caused by "black credit". Professional units and grassroots police forces closely coordinated with local departments, branches and organizations to organize hundreds of propaganda sessions, disseminate laws, give talks, distribute documents, and report on visual and direct propaganda to the masses to raise vigilance, identify and prevent crimes and illegal acts related to "black credit".
In addition, 100% of districts, towns and cities in the area have implemented the model of "communes and wards without illegal credit activities" with specific solutions, such as: Strengthening propaganda, dissemination andeducation of laws on lending in civil transactions; updating and informing about methods and tricks of usury, fraud through spontaneous capital mobilization with unusually high interest rates, illegal debt collection, consequences of "black credit" and serious cases and incidents related to the collapse of savings and credit associations; mobilizing people not to directly or indirectly participate in usury lending activities; strengthening the prevention, fight and handling of crimes and violations of the law related to "black credit" activities... Thereby, contributing to raising people's understanding, vigilance and strict compliance with legal regulations; mobilize the maximum combined strength of Party committees, authorities, departments, branches, organizations and people in preventing and effectively combating "black credit" crimes.
Along with promoting prevention and propaganda to raise people's vigilance, the police force from the province to the grassroots level has proactively strengthened its grasp of the situation, reviewed and strictly managed the area and subjects, tightened the management of industries and business establishments with conditions on security and order, such as pawnshops, financial lending establishments and subjects showing signs of activities related to "black credit". In addition, Ha Nam Provincial Police have synchronously deployed professional measures, focusing on destroying groups and subjects operating "black credit". Accordingly, from 2019 to present, the whole province has arrested 64 cases, 78 subjects violating the law related to "black credit"; prosecuted 23 cases, 35 defendants for the crime of lending at high interest rates in civil transactions; administratively handled 41 cases, 43 subjects.
Preventing, stopping, effectively combating and moving towards eliminating "black credit" in social life is an urgent requirement of all levels, sectors, units, localities and people. From there, it contributes to making the credit market healthy, stabilizing people's lives, ensuring local security and order. The most effective solution to combat "black credit" crimes is that all levels, sectors, units and localities need to join hands to effectively implement mechanisms and policies on social security, target programs on new rural construction, sustainable poverty reduction, job creation and stable income for workers. Along with that, it is necessary to strengthen propaganda, dissemination and education of the law, raise people's awareness about lending in civil transactions, about "black credit", "black credit" traps as well as the consequences they cause.
