The disbursement results of capital sources in 2023 and the transferred capital sources in 2022 of Luong Son district are high. Specifically, the disbursed capital reached 330/349 billion VND of allocated capital. Of which, the capital for basic construction reached 99% of allocated capital; the source of the National Target Program (CTMTQG) for socio -economic development (KT-XH) in ethnic minority and mountainous areas (DBDTTS&MN) reached 100%; the provincial budget disbursed 56.6/58.2 billion VND, reaching 97.15% of allocated capital. The district has fully disbursed the additional funding source in 2023.
The total investment capital from the provincial budget and the central budget in 2024 of the district is 205 billion VND, of which the basic construction source is 133 billion VND, the national target program is 13,877.5 billion VND (including the national target program for sustainable poverty reduction of 245 million VND; the national target program for socio-economic development in the ethnic minority and mountainous areas of 7.2 billion VND; the national target program for new rural construction (NTM) of 6.3 billion VND). According to the leader of the district's Finance and Planning Department, in the first months of the year, the disbursement results of provincial and central capital were 8.2/205 billion VND, reaching 4%; the district budget capital was 8,853.854/1,192,550.267 million VND, reaching 0.74%; National target program capital for socio-economic development in ethnic minority and mountainous regions 1,557,591/5,341,865 million VND, reaching 29.1%...
In the past time, the Standing Committee of the District Party Committee and the People's Committee of Luong Son district have assigned and closely directed disbursement measures for each program and project. In particular, the entire political system has been mobilized to resolve difficulties and problems in site clearance (GPMB). At the same time, focusing on directing the management of the district-level budget to serve the key goals of the province in a flexible and synchronous manner. Increasing human resources for the Land Fund Development Center and the District Basic Construction Management Board to perform tasks related to public investment. Coordinating with relevant departments, branches and units to remove difficulties in implementing land recovery and GPMB plans. In which, proactively planning and implementing 8 resettlement areas to serve key projects of the province and district, taking into account the implementation of the Ring Road 5 project Co Tiet - Cho Ben of the Hanoi People's Committee. During the implementation process, the district will strengthen land management, handle violations of land and construction order, along with measures to strengthen budget management and handle tax debts.
In addition to the achieved results, the disbursement work of the district also faces difficulties that need to be resolved. The district has 10/11 units with agricultural and forestry land. The projects are all stuck due to land acquisition work; many areas are recovered into agricultural and forestry land while the support policy for this type of land according to Decision No. 05/QD-UBND, dated January 23, 2018 of the province is very low. For the project to overcome the consequences of the Bui River landslide, on December 29, 2023, the Prime Minister has just decided to allocate capital for construction and installation of the project of 105 billion VND and must be completed before December 31, 2024. Therefore, the completion of project documents and compensation for land acquisition and compensation face many difficulties due to the urgent progress...
On the other hand, the situation of non-local people buying and selling, transferring without going through the local authorities, the land use right certificate is still under the name of the old owner, when the compensation organization cannot invite them, some households do not know the address while the principle of compensation according to the name of the person in the land use right certificate still happens a lot, leading to difficulties in implementing compensation work. In the border areas between two localities such as Luong Son, Kim Boi, the province's regulated prices for different types of land lead to the calculation of job conversion fees for two different localities, people in lower supported areas do not agree to support. Regarding the National Target Program, the project invested by the central budget in cement support is up to 1,000 million VND, while the cost of purchasing other materials is very high, currently the traffic projects invested under special mechanisms have not been started, the central capital has not been disbursed; the village cultural house projects must contribute 50%, mobilizing is difficult...
The district has proposed that the province have a plan to resolve difficulties and promote disbursement progress. For the project to overcome the consequences of natural disasters and landslides on the Bui River, the capital structure is equal to 71.5% of the total capital assigned by the Central Government. The disbursement must be completed by December 31, 2024, and the progress time is very urgent. Therefore, to speed up the implementation progress, the Provincial People's Committee is requested to pay attention to directing departments and branches to support and quickly implement the tasks related to the project under the responsibility of departments and branches, ensuring the shortest time. Promptly direct the appraisal and adjustment of the investment policy for the resettlement project of the Rut hamlet industrial cluster; promptly plan land mines to serve the leveling work and invest in infrastructure for projects in the district. The Provincial People's Committee is requested to pay attention to directing Dong Om village, Cao Duong commune with about 35 households living in an area with many moving stone mines, and at the same time plan Dong Om area as a concentrated production area. Directing departments and branches of the Provincial Steering Committee in charge of the NTM criteria to pay attention to supporting districts and communes striving to achieve advanced NTM communes and model NTM communes in 2024 to complete the targets and criteria as required. Consider supplementing the funding source of the National Target Program on NTM construction for communes striving to achieve advanced NTM communes, model NTM communes, and advanced NTM districts in 2024 - 2025 to ensure the completion of the set plan targets.
