Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 62 on implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the reorganization of the political system.
The telegram stated that in the coming time, in order to continue to promptly and more effectively implement the work of streamlining the apparatus, regimes and policies for cadres, the Prime Minister requested leaders of ministries, branches and localities to focus on directing, thoroughly grasping and seriously implementing resolutions and conclusions of competent authorities as well as guiding documents of the Ministry of Home Affairs and the Ministry of Finance ; implementing regimes and policies for cadres, civil servants, public employees, workers, armed forces and budget allocation.
The Prime Minister noted that it is necessary to proactively and promptly arrange funds to ensure payment of policies and regimes for officials and civil servants in accordance with regulations. In case of any shortage, a report and proposal should be sent to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and supplementation.
The Ministry of Home Affairs is assigned to summarize difficulties, problems, recommendations and feedback, promptly guide and handle them according to its authority or report to competent authorities for consideration and handling; ensure effective and timely implementation of requirements on organization and streamlining.
The Ministry of Finance shall balance sufficient state budget sources, report to competent authorities to supplement the 2025 state budget estimate as a basis for allocating funds for ministries, branches and localities to implement; strive to increase state budget revenue in 2025 by over 15% of the estimate in accordance with the Government's requirements and mobilize other legal resources to ensure sources for implementing expenditure tasks according to the National Assembly's approved budget estimates and important expenditure tasks arising in 2025 according to the policies, resolutions and conclusions of the Party and State.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the Ministry of Finance in arranging funding sources to implement policies and regimes prescribed in Decree No. 178 and Decree No. 67.
