Disciplinary action against Chairman of Bac Ninh Province Nguyen Huong Giang

Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there are signs of violations and the review results, the Central Inspection Committee proposed to take disciplinary action against the Party Committee of the People's Committee of Bac Ninh province.

The Central Inspection Commission found that the Party Executive Committee of the People's Committee of Bac Ninh province violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the People's Committee of the province and many organizations and individuals to violate Party regulations and State laws in the management and implementation of a number of projects/bid packages implemented by the International Progress Joint Stock Company (AIC) and companies in the AIC ecosystem; many Party organizations and Party members were disciplined and criminally prosecuted.

The above violations have caused very serious consequences, damage and risk of damage, huge waste of State money and assets, causing public outrage, negatively affecting the reputation of the Party organization and local government, to the point of having to consider and handle disciplinary actions.

Responsibility for the above violations belongs to the Party Executive Committee of the People's Committee of Bac Ninh province for the terms 2011-2016 and 2016-2021.

Specifically, the responsibility belongs to Mr. Nguyen Nhan Chien, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, former Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Tu Quynh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee.

There were also Ngo Van Lien, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department; comrades Nguyen Tien Nhuong, Nguyen Huu Thanh, former members of the Provincial Party Standing Committee, members of the Party Committee, Vice Chairman of the Provincial People's Committee...

Related to the above violations, there is also responsibility of the Standing Committee of the Provincial Party Committee for the terms 2010-2015, 2015-2020; the Party Delegation of the People's Council of Bac Ninh province for the term 2016-2021 and a number of other party organizations and party members.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to discipline and expel from the Party Mr. Tran Van Tuynh - former Party Cell Secretary, Director of the Medical Construction Project Management Board, Department of Health of Bac Ninh province.

The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline the Standing Committee of the Bac Ninh Provincial Party Committee for the 2010-2015 and 2015-2020 terms and comrades: Nguyen Nhan Chien, Nguyen Tu Quynh, Nguyen Tien Nhuong, Nguyen Hanh Chung, Nguyen Luong Thanh and Nguyen The Nghia, former members of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council, Chairman of the People's Committee of Yen Phong district, Bac Ninh province.

The above individuals were determined to have degraded political ideology, ethics, lifestyle, violated regulations on what party members are not allowed to do and the responsibility to set an example, violated Party regulations and State laws in performing assigned duties and tasks, causing very serious consequences, public outrage, and negatively affecting the reputation of the party organization and local government.

The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline Mr. Tran Duc Quan, Tran Van Hiep, Nguyen Thanh Binh, and Tran Anh Thu.

Recently, the Investigation Police Agency has prosecuted and temporarily detained Mr. Tran Duc Quan, Secretary of Lam Dong Provincial Party Committee, for the crime of Abusing position and power while performing official duties. According to Lieutenant General To An Xo, Mr. Quan's violations were determined to be related to the Dai Ninh project in Lam Dong province, causing very serious consequences.

This case, according to the spokesman of the Ministry of Public Security, is under the supervision and direction of the Central Steering Committee on Anti-Corruption and Anti-Negative Practices.

At the same time, Mr. Nguyen Nhan Chien (former Secretary of the Bac Ninh Provincial Party Committee) was also arrested for accepting bribes. This was a move during the investigation of the case of violating bidding regulations causing serious consequences at the Medical Construction Project Management Board under the Bac Ninh Department of Health, AIC Company and related units.
