Looking back on the proud 30-year journey, Ms. Nguyen Thi Thanh Binh - President of the Provincial Union of Science and Technology Associations said that on the 30-year journey of construction and development (1995-2025), the Union of Associations has always been steadfast in its goal of building a strong organization, improving the quality of association activities towards increasing professionalism and efficiency. The Union of Associations has constantly innovated the content and methods of gathering to widely unite the intellectuals, while effectively implementing assigned political tasks, in line with the local development practices. In addition, the Union of Associations has gradually affirmed its role and position, while strongly promoting the creativity of the scientific and technological intellectuals; always maintaining the role of a bridge between the intellectuals and the Party and the State, contributing to creating a solid knowledge foundation for the sustainable development of the province.

Through 5 Congresses, each Congress is an important milestone marking the continuous development of the Association. From the starting point of only 10 member associations and more than 2,000 members, up to now, the Association has developed strongly with 36 member associations and affiliated units, gathering more than 90,000 members operating in almost all areas of social life.

According to Ms. Nguyen Thi Thanh Binh, since its establishment, the Union has proactively coordinated with state agencies and socio-political organizations to concretize the Party's policies and the State's laws, contributing to enhancing the role, responsibility, quality and effectiveness of the Union's consulting, criticism and social appraisal work, promoting the creativity and voice of intellectuals.

To improve the quality of consulting and criticism work, the Provincial Union of Associations focuses on gathering leading scientists and outstanding intellectuals, and continues to update and complete the Binh Dinh Science and Technology database (including expert data, data on Competitions, Contests, Consulting and Criticism...), thereby synthesizing basic information of more than 400 experts and scientists in many fields, proactively serving consulting and criticism activities, contests, competitions...

To encourage and promote the positivity and creativity of the intellectuals, the Association was assigned by the Provincial People's Committee to preside over and coordinate with the sectors to organize the Technical Innovation Contest. Up to now, 14 competitions have been organized, gathering nearly 500 useful solutions with more than 250 awards, contributing to economic development and serving people's lives; Organizing 11 Youth and Children's Innovation Contests (from 2013 to 2025) with 638 participating solutions, 414 winning solutions, of which 19 solutions won the National Youth and Children's Innovation Contest (2 second prizes, 5 third prizes, 12 consolation prizes). The Competitions have become useful playgrounds for intellectuals, workers, teenagers... contributing to arousing the passion for science and creativity in the community.

Over the years, the Provincial Union of Associations has actively advised the Provincial People's Committee to organize activities to honor intellectuals, contributing to encouraging and spreading the spirit of dedication of the team working in science and technology in the province. Through a serious and objective voting process, the Union of Associations has introduced typical faces for the province to organize 04 ceremonies to honor typical intellectuals in 2016, 2018, 2020, and 2022, with 187 intellectuals honored. The Union of Associations has also coordinated with relevant units to select and introduce works participating in the Vietnam Science and Technology Innovation Award, with encouraging results: 12 winning solutions, including 01 First prize, 01 Second prize, 03 Third prizes and 07 Encouragement prizes.

Entering a new stage of development, in the context of the country facing many intertwined opportunities and challenges, the Union of Associations in particular and the scientific and technological intellectuals in general continue to strive, maintain faith in the era of innovation, with the following basic orientations:

The Union continues to promote and inherit the good achievements of the past period, proactively adapt to the characteristics of the new situation and tasks, with the policy of streamlining the organization, efficiency, effectiveness and efficiency of the Party and State, including the arrangement and streamlining of mass organizations assigned by the Party and State in the province; continue to thoroughly grasp and successfully implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on science, technology development, innovation and national digital transformation; Resolution of the 11th Conference of the 13th Party Central Committee...

The Provincial Union of Associations must continue to maintain its core position and role in gathering, uniting and promoting the creative capacity of the scientific and technological intellectuals, continue to promote the role of those working in science and technology; pay more attention to political and ideological education, helping the intellectuals to deeply perceive their responsibilities and fulfill their civic duties towards the country; continue to promote good qualities such as patriotism, creativity, social activism, humanity, etc.

Diversify the forms of organization and activities of the association, focus on the grassroots level, members are attached to the association, promote production and business activities and scientific research, apply technical advances, especially in the private economic sector.

Speaking at the Anniversary Ceremony, Provincial Party Secretary Ho Quoc Dung warmly congratulated and commended the great achievements and important contributions of the Association and the team of science and technology intellectuals of Binh Dinh province over the past 30 years.

Faced with the profound impacts of the Fourth Industrial Revolution, Binh Dinh, along with the whole country, is promoting the development of science and technology, innovation and digital transformation, synchronously implementing goals in the spirit of Resolution 57 of the Politburo. The province strives to become one of the major centers of science, technology and innovation in the country, especially in the research and application of artificial intelligence. This goal sets very high requirements in the context that the province is still facing many difficulties and challenges. In particular, the upcoming merger of Binh Dinh and Gia Lai provinces into a new administrative unit will open up a larger development space, creating breakthrough opportunities but also requiring outstanding efforts and strong creative thinking of the entire political system. In that process, the Union of Associations and the team of science and technology intellectuals are identified to play an important role in contributing to promoting the innovation and sustainable development of the province.

In that context, Provincial Party Secretary Ho Quoc Dung suggested that the Union of Associations in the coming time continue to thoroughly grasp, concretize and seriously implement the resolutions and directives of the Central Committee on science and technology development, innovation and digital transformation. It is necessary to pay special attention to promoting the pioneering role of intellectuals, especially young intellectuals, in advising on policy making, applied research, leading digital transformation, developing creative industries, high-tech agriculture and green economy - strategic breakthrough areas of the province.

In addition, continue to consolidate, build and develop the Association to become stronger and stronger, truly a common home for the scientific and technological intellectuals. Strongly innovate the content and methods of operation towards streamlining, professionalism and efficiency; proactively expand the network of members; establish open scientific forums to connect intelligence, promote creativity, start-ups and technology transfer to serve the socio-economic development of the province.

At the same time, improve the quality of social consulting, criticism and appraisal activities, closely linked with the process of building major policies of the province. Focus on in-depth criticism of strategic issues such as smart urban development, comprehensive digital transformation, building an innovation ecosystem, developing a green economy, and a circular economy; proactively mobilize prestigious scientists and experts at home and abroad to contribute their intelligence.

Provincial Party Secretary Ho Quoc Dung also requested the Union to continue to promote its core role in promoting scientific research, innovation and application of technology in production and life. Maintain and improve the quality of technical innovation competitions and youth and children's innovation competitions; strongly arouse the potential, aspiration for dedication and creativity among all classes of people, especially the young generation, creating a foundation for the sustainable development of the province.

Along with that, promote propaganda and education on revolutionary ideals, politics and ideology for the intellectuals; help them imbue them with the honor, civic responsibility, spirit of serving the Fatherland and the People. At the same time, it is necessary to take better care of the material and spiritual life and protect the legitimate rights and interests of intellectuals; create a favorable and open environment for intellectuals to contribute and mature, and have a long-term attachment to the development of the province.

At the same time, expand international cooperation, closely link with research institutes, universities, scientific and technological organizations at home and abroad; make the most of knowledge resources, new technologies, serve training, foster high-quality scientific and technological human resources, meet the requirements of integration and rapid, sustainable development in the new period...

With a 30-year tradition of construction and development, along with a team of intellectuals with passion, courage and creative aspirations, Secretary of the Provincial Party Committee Ho Quoc Dung believes that the Union of Science and Technology Associations of Binh Dinh province will continue to strongly promote its role, affirm its position as a core force in the cause of industrialization and modernization of the province, contributing significantly to the goal of building Binh Dinh to develop rapidly, sustainably, civilized and modern.
