(binhdinh.gov.vn) - On the morning of May 17, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06, chaired the second meeting of the Steering Committee. Co-chairing the meeting were Deputy Heads of the Steering Committee: Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee member, Deputy Prime Minister Ho Duc Phoc; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; General Phan Van Giang - Politburo member, Minister of National Defense; leaders of ministries, branches, central agencies and a number of universities, corporations and large enterprises. Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, Deputy Minister of National Defense and Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan, co-chaired the meeting at the Binh Dinh province bridge.

The meeting focused on assessing the implementation of science , technology, innovation, digital transformation and Project 06 in the first months of 2025 and key directions and tasks in the coming time.

Reports and opinions at the meeting unanimously assessed that the leadership and direction work was deployed vigorously and organized synchronously with high determination from the Central to the grassroots levels. Institutions, mechanisms and policies related to science and technology, innovation, digital transformation, administrative reform and Project 06 continued to be focused on and perfected. The implementation of Project 06 was strongly promoted, spread, bringing practical effects to people and businesses, strengthening social management and serving socio -economic development. Administrative reform work was strongly implemented, especially the arrangement and streamlining of the state administrative apparatus.

At the meeting, the leaders of the Ministry of Science and Technology announced the Prime Minister's decisions to consolidate the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, along with 3 decisions to establish 3 working groups to assist the Government's Steering Committee.

These working groups include: Working Group on implementing Project 06, administrative procedure reform, digital transformation associated with Project 06, headed by the Minister of Public Security; Working Group on science and technology development, innovation and digital transformation, headed by the Minister of Science and Technology; Working Group on administrative reform, headed by the Minister of Home Affairs.

In Binh Dinh, in recent times, the province has vigorously implemented tasks according to Resolution 57-NQ/TW of the Politburo and Resolution 71/NQ-CP of the Government. Notably, Binh Dinh has approved four key projects on developing the semiconductor industry, artificial intelligence (AI), STEM education, cyber security and building a concentrated information technology park.

In the field of digital transformation, the province has effectively implemented Project 06, completed the digitization of civil status data, issued electronic identification to 99.6% of eligible citizens and promoted the provision of online public services. The rate of online records reached 85%, records resolved on time reached 99.81% and the index of service to people and businesses ranked 2nd nationwide.

The province has also promoted digital transformation in public service activities with AI virtual assistants, launched the “Digital Education for All” movement, and invested in digital infrastructure in key areas. The province is also coordinating with Gia Lai to develop a project to merge administrative units and organize the apparatus, while promoting extensive administrative reform in the 2026–2030 period.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the central and local ministries, branches and localities for their good implementation of science, technology, innovation, digital transformation and Project 06 in the past time. In addition to the achieved results, the Prime Minister pointed out the shortcomings and limitations, such as incomplete decentralization and delegation of power; many tasks in implementation are still behind schedule and have not had clear changes. Many ministries, branches and localities have not proactively registered their funding needs for investment and regular expenditures for science, technology, innovation, digital transformation, administrative reform and Project 06.

The Prime Minister emphasized the consistent guiding viewpoint: Promoting the development of science and technology, innovation, and digital transformation must be associated with simplification and determination to cut out cumbersome and troublesome administrative procedures, eliminate the request-grant mechanism, reduce time, costs, and compliance for people and businesses; take people and businesses as the center, subject, driving force, and development resources; promote public-private partnership to mobilize resources; leadership, direction, operation, and implementation must be faster, bolder, and more effective; strengthen inspection, supervision, and handling of obstacles and arising issues.

Regarding the orientation for the coming time, the Prime Minister stated that we must be determined to "accelerate and break through", change the state, turn the situation around, to achieve the socio-economic development target of 2025 (GDP growth reaching at least 8%) and the entire 2021-2025 term, creating momentum, creating momentum, creating force for double-digit growth. We must strongly innovate the leadership, direction, operation, working style and manner in a scientific, professional and modern direction with the motto "Slim apparatus - Connected data - Modern management".

Along with that, promote 3 strategic digital breakthroughs, including digital institutions, digital infrastructure, and digital human resources. Promote resources for implementing science and technology, innovation, digital transformation, increase spending on science and technology to 3% of the state budget. Ministries, branches, and localities must submit projects and programs approved by competent authorities.

Emphasizing the need to promote public-private cooperation, the Prime Minister called for more active participation of businesses, especially private enterprises, in terms of resources, building and perfecting institutions, creating motivation and inspiration.

The Prime Minister emphasized the requirement of "thinking truly, doing truly, achieving real results, and benefiting the people truly" so that the development of science and technology, innovation, national digital transformation, administrative reform, and the implementation of Project 06 will continue to have strong, comprehensive, and sustainable changes, contributing significantly to promoting socio-economic development and constantly improving the prosperous and happy life of the people.
