Important strategic axis of defense and security
On November 26, speaking with reporters from the Industry and Trade Newspaper, the leader of Duc Long Gia Lai Group Joint Stock Company said that the enterprise had just completed working sessions with the People's Committees of Gia Lai, Dak Lak and Lam Dong provinces on the investment proposal for the Western North-South Expressway Project (CT02), Pleiku - Buon Ma Thuot - Gia Nghia section, under the public-private partnership (PPP) method.

According to the proposal, the expressway is expected to be about 257 km long, of which the section through Gia Lai is 56.7 km, the section through Dak Lak is 125.5 km and the section through Lam Dong is 74.8 km. The project is designed with 4 lanes, speed of 100 km/h, roadbed width of 24.75 m, meeting the increasing transportation demand and long-term vision, while connecting economic and administrative centers, seaports, airports and industrial parks in the region.
In a document sent to the Ministry of Construction on November 13, 2025, the Dak Lak Provincial People's Committee emphasized that investing in the route is an urgent task, in line with the 10-year Socio-Economic Development Strategy 2021 - 2030, the National Master Plan and local sector plans. The expressway will complete the Central Highlands transport network, connecting with the Southeast and the South Central Coast, contributing to reducing logistics costs, promoting investment attraction and regional economic development.

National Highway 14 connects the Central Highlands provinces.
According to the People's Committee of Dak Lak province, the North-South Expressway in the West, Pleiku - Buon Ma Thuot - Gia Nghia section, is not only a transport infrastructure project but also an important strategic axis in terms of national defense and security. The West of Dak Lak province borders Laos and Cambodia, an area with a border of about 74 km, where the national defense and security situation has many potential complex factors, especially issues of security in remote areas, land disputes, illegal migration, crime and illegal religious activities. The expressway will improve the ability to deploy forces, ensure security and political stability, and support sustainable socio-economic development for the entire Central Highlands region.
In terms of socio-economics, the Central Highlands is the center of regional development, with 49/54 ethnic groups living in a large area, rich potential for agriculture, forestry and fisheries, many high-value products, especially coffee, pepper, rubber, gourd, tea, fruits and forestry products. The eastern region of Dak Lak province, formerly part of Phu Yen, has a strategic location adjacent to the East Sea, convenient for connecting seaports, roads, railways, airports, creating conditions for inter-regional trade.
The Western North-South Expressway (CT02) will form a strategic transport axis in the West, connecting the Central Highlands provinces with the Southeast, the East-West corridors, and the South Central Coast region, opening up new development space, improving traffic capacity, reducing transport and logistics costs, promoting trade, tourism, and attracting investment.
In accordance with national planning
The Pleiku - Buon Ma Thuot - Gia Nghia Expressway Project is identified in the Road Network Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, with an investment period before 2030. Accordingly, the remaining expressways according to the planning, whose capital sources have not been determined, will be listed by the Ministry of Transport to call for investment.

Lam Dong province works with relevant agencies and Duc Long Gia Lai Group Joint Stock Company on the expressway project.
This route is also consistent with the direction of traffic development in the Central Highlands for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 377/QD-TTg dated May 4, 2024. The goal by 2030 is to complete expressways, connect seaports and airports, expand and upgrade airports, serve tourism, logistics and develop the local economy.
The implementation of the Western North-South Expressway Project (CT02), Pleiku - Buon Ma Thuot - Gia Nghia section is also consistent with Resolution No. 23/NQ-TW dated October 6, 2025 of the Politburo on socio-economic development orientation, ensuring national defense and security in the Central Highlands until 2030, with a vision to 2045, according to which the transport infrastructure must be synchronous, modern, and conveniently connected throughout the region to seaports and domestic and international airports.
When completed, the expressway will basically complete the Central Highlands expressway network, connecting with the routes being deployed such as Quy Nhon - Pleiku, Khanh Hoa - Buon Ma Thuot, Gia Nghia - Chon Thanh. This will promote trade, tourism, attract investment, create momentum for socio-economic development of localities and complete the regional transport network.

With a total length of 257 km, a width of 24.75 m and a speed of 100 km/h, the expressway will shorten travel time between economic and administrative centers, improving the efficiency of freight and passenger transport. At the same time, the project also contributes to reducing the load on existing national highways, ensuring traffic safety, promoting the development of industrial parks, logistics hubs and commercial services on the expressway corridor.
In the long term, the Pleiku - Buon Ma Thuot - Gia Nghia expressway is not only an important traffic axis but also a strategic lever to help the Central Highlands develop socio-economy, integrate into the region, ensure national defense and security and maximize the natural and human potential of this strategic land.
"The project needs to be invested early before 2030, according to the Road Network Planning process 2021 - 2030, with a vision to 2050, and at the same time mobilize legal capital sources under the PPP method. This is an opportunity for the Central Highlands to complete synchronous infrastructure, improve transport capacity, create momentum for socio-economic development, strengthen national defense and security and promote regional integration," said a representative of Duc Long Gia Lai Group Joint Stock Company.
Previously, Duc Long Gia Lai Group submitted a document to the Prime Minister, proposing the policy of the North-South Expressway Project in the West, Pleiku - Buon Ma Thuot - Gia Nghia section.
According to the proposal, the expressway will be about 257 km long, with a complete 4-lane scale, a design speed of 100 km/h, a total investment of about 77,000 billion VND and will be implemented in the form of public-private partnership (PPP).
