Lam Dong: Only consider the 60-hectare Tam Bo solar power project after 2030

Recently, voters of Hiep Thanh commune and Tam Bo commune, Di Linh district, Lam Dong province reported to the provincial National Assembly Delegation regarding the Tam Bo solar power plant project, which is expected to cover an area of ​​about 60 hectares in the area.

Previously, local people said that up to now, the Tam Bo solar power plant project has not been approved by Lam Dong province, so they requested the competent authority to remove it from the planning on the cadastral map so that people can feel secure in investing and cultivating on the 60-hectare planned land.

According to the report of the Department of Industry and Trade, in February 2023, Lam Dong Provincial People's Committee issued Document 906/UBND-MT on not considering the investment policy of the Tam Bo solar power plant project of Di Linh Green Energy Company Limited.

The reason given was that at that time, the National Power Development Planning Project for the period 2021-2030, with a vision to 2050, had not been reviewed by the competent authority. When there is a new plan and policy on solar power development, Lam Dong province will attract project investment according to regulations.

On May 15, the Prime Minister approved the National Power Development Plan for the 2021-2030 period, with a vision to 2050, according to Decision 500/QD-TTg. In particular, the Tam Bo solar power plant was approved for a capacity of 40 MW in the list of solar power projects to be considered after 2030.

Thus, this project is included in the planning according to Decision 500/QD-TTg and is consistent with the content of Document 906/UBND-MT. However, consideration of investment in this project will only be implemented after 2030 according to Decision 500/QD-TTg.

In addition, the 2013 Land Law stipulates: "In case the land use planning has been announced but there is no annual land use plan at the district level, the land user may continue to use the land and exercise the rights of land users according to the provisions of law".

Therefore, Lam Dong Department of Industry and Trade affirms that people in Hiep Thanh 1 and Tam Bo communes can rest assured to invest and cultivate on the planned 60-hectare land area.

The Tam Bo solar power plant project has an area of ​​60 hectares, with a total estimated investment of 1,172 billion VND, proposed by Di Linh Green Energy Company Limited, with a capacity of 50MW and an implementation period of 50 years.

Most of the 60-hectare area is agricultural land of households and individuals, the rest is residential land with nearly 2.9 hectares managed by the state and 300 m2 used by people.
