Being selected as a pilot city to implement a sustainable urban cooling project for cities in Vietnam helps Tam Ky have more opportunities to move towards a green city that adapts to climate change.

The project “Implementing effective and climate-friendly cooling in urban areas in Vietnam” was piloted in Tam Ky. Thereby, creating opportunities for the provincial capital of Quang Nam to effectively manage, which is an essential factor to create a sustainable, resilient and adaptable city to the challenges caused by extreme heat.
The "Tam Ky cooling" project is compatible with many macro policies that Quang Nam is aiming for, including: Quang Nam province planning for the period 2021 - 2030, vision to 2050; Quang Nam green growth action plan for the period 2023 - 2030, vision to 2050; Quang Nam climate change response action plan for the period 2021 - 2030, vision to 2050; Plan for economical and efficient use of energy in Quang Nam province for the period 2020 - 2025...
According to Mr. Nguyen Ba Tu - officer of the Department of Greenhouse Gas Emission Reduction and Ozone Layer Protection (Department of Climate Change, Ministry of Natural Resources and Environment), in component 1 of the project, specialized units will analyze the urban heat island model, analyze the change of heat/thermal comfort at the city-wide scale, identify locations at high risk of heat, forecast UHI and future heat waves, evaluate potential measures and develop an urban cooling plan for Tam Ky City.
In the first quarter of 2024, the project will complete the list of potential investment projects on sustainable cooling for Tam Ky City and select 1 pilot project for pre-feasibility study.
Potential "project clusters" to implement cooling in Tam Ky City have been initially identified as: residential cooling projects, urban cooling projects, and commercial and public building cooling projects.
According to the United Nations Environment Program (UNEP), potential research projects serving the pilot project in Tam Ky include: the traditional center area of An My ward, An Xuan ward; Tra Cai hill and Truong Xuan ward; An Phu urban area (The Trident City); Ban Thach hotel, Viet Quang Company's cold storage for food, paper product production of Hong Dao Chu Lai Joint Stock Company...
Ms. Le Thuy Trinh - Deputy Director of the Department of Natural Resources and Environment said that participating in the project of effective and climate-friendly cooling in urban areas in Vietnam is an opportunity for Tam Ky City in particular and Quang Nam in general to control the use and consumption of electricity. The project “Implementing efficient and climate-friendly cooling in urban areas in Vietnam: a pilot project in Tam Ky City” within the framework of the Sustainable Cooling Cooperation Program is implemented through UNEP and GGGI.
After nearly 1 year of implementation in Tam Ky, consultants have conducted surveys to collect relevant information and data and measure the temperature at a number of locations throughout Tam Ky City to develop an action plan for urban cooling. The project consists of 3 components and Tam Ky City is one of 2 cities nationwide that are piloting component 1.
Towards climate-resilient cities
In 2022, the People's Committee of Quang Nam province issued the Action Plan to implement Program No. 16 of the Provincial Party Committee Standing Committee to implement Resolution No. 06 of the Politburo on urban planning, construction, management and development in Vietnam until 2030, with a vision to 2030 and 2045. In which, the goal is to strive to build Tam Ky provincial capital to basically meet the criteria of a type 1 urban area by 2025.

Tam Ky is oriented to develop into a commercial and service center in the south of the province and the center of the Chu Lai Open Economic Zone. The city aims to attract investment in services and industry, while improving infrastructure. The goal is for all new industrial facilities to apply clean technology.
Recently, Tam Ky invested more than 2.6 billion VND in an automatic control system. This system reduces lighting capacity at night when traffic density decreases.
Damaged lamps are gradually being replaced with LED lamps or other energy-saving lamps, helping to reduce 40% of annual electricity consumption for public lighting, equivalent to saving 1.7 million kWh/year.
Dr. Ngo Hoang Ngoc Dung - technical expert of the United Nations Environment Program recommends that, for the current central urban area of Tam Ky, it is necessary to continue to increase the shade area, deploy nature-based solutions such as maintaining the water surface network and increasing the number of tall, dense trees to shade the streets, and promote reflective and light-colored roofing materials in construction works.
According to Ms. Nguyen Minh Hue - consultant of the Global Green Growth Institute (GGGI), policies, institutional arrangements and finance are the factors that have the greatest impact on the implementation of urban cooling in Tam Ky. The current situation has both challenges and opportunities for Tam Ky.
