On the morning of June 1st, as part of the 5th session's agenda, the National Assembly continued its discussion on socio-economic issues. Speaking in the assembly hall about the reality of officials being afraid of making mistakes and neglecting their duties, National Assembly representative Vu Trong Kim (from Nam Dinh province) stated that this is a real problem. However, the opinions expressed at the session were insufficient or did not clearly identify the most sensitive causes.
"Inside, officials are afraid of making mistakes, outside, the people sigh with anxiety. Because they're afraid of making mistakes, they avoid responsibility, shirk their duties, take what's convenient for themselves, and push difficulties onto the organization, others, and outsiders...", the delegate said.
A representative from Nam Dinh province stated that General Secretary Nguyen Phu Trong had delivered an important speech clarifying these manifestations and identifying their causes. Accordingly, some officials fear that the stronger the fight against corruption becomes, the more discouraged they will be and the less likely they are to take action. This is the most sensitive issue that National Assembly representatives have yet to address.

Therefore, Mr. Vu Trong Kim suggested that from now on, inspection, auditing, and other relevant agencies responsible for agencies and units should bear joint responsibility for the mistakes of those organizations and units, thus ensuring fairness.
The delegate emphasized, "Three yellow cards combined make one red card, and if we keep issuing red cards like this, it will be very dangerous."
Mr. Vu Trong Kim also suggested avoiding the criminalization of economic cases and preventing unfair and unlawful treatment of lawyers. He emphasized the need to clarify whether or not lawyers were expelled from the case of teacher Le Thi Dung. At the same time, he commended judges for performing their duties correctly, completely, and excellently; but also stressed the importance of allowing lawyers to fulfill their obligations and excel within the socialist rule of law environment.
During the session, delegate Le Thanh Van (from Ca Mau province) debated with delegate Vu Trong Kim about the phenomenon of some officials and civil servants being hesitant in performing their duties.

According to Representative Le Thanh Van, the inaction of officials and civil servants is also a violation of the law. In legal terms, actions include both acts and inaction. In this case, inaction means failing to fulfill the duties and obligations assigned by the State; this is irresponsible behavior, a violation of the law, and therefore must be dealt with.
The delegates stated that there are three cases of inaction: the first is due to a lack of understanding; the second is due to the lack of benefit; and the third is due to knowing but being afraid to act.
The representative from Ca Mau emphasized that all three cases involved a failure to fulfill their legal obligations to the State and the people. Therefore, these actions must be dealt with based on their nature, extent, and the consequences they caused .
