
On February 5, 2025, the Prime Minister issued Decision No. 244/QD-TTg approving the Project "Application of digital technology in receiving and handling feedback and recommendations on legal documents", in which the Ministry of Justice was assigned to preside over the development and submit to the Prime Minister for promulgation a Decision stipulating the Regulations on coordination between ministries, branches, localities and relevant agencies in receiving and handling feedback and recommendations on legal documents.
Pursuant to Decision No. 244/QD-TTg dated June 16, 2025, the Prime Minister issued Official Dispatch No. 89/CD-TTg requesting Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to immediately implement a number of contents to deploy the Information System for receiving and handling feedback and recommendations on legal documents.
Reporting at the meeting, Deputy Minister of Justice Phan Chi Hieu said that the implementation of Official Dispatch No. 89/CD-TTg has brought positive results in the management, exploitation and use of the System.
“In particular, it has helped the process of receiving and handling feedback and recommendations on the System become more transparent and clearer, contributing to improving the responsibility and progress of handling feedback and recommendations of agencies; strengthening the trust and confidence of organizations and individuals in the System and the state administrative apparatus” – said the Deputy Minister of Justice.
However, the process of implementing the Telegram and managing and operating the System shows that there are still some difficulties and problems such as: Lack of consistency in the process of handling petitions; responsibilities, focal points, and processing procedures have not been clearly and fully determined; there is still a situation of not thoroughly handling petitions and reflections; sending petitions and reflections in some cases by organizations and individuals not as requested but there is not enough legal basis to refuse...
One of the reasons leading to the above difficulties and problems is the lack of legal documents specifically and synchronously regulating the activities of receiving and handling feedback and recommendations on legal documents of ministries, branches and localities.
From that, the Ministry of Justice finds that submitting to the Prime Minister the Decision to promulgate the Regulations on receiving and handling feedback and recommendations on the Information System for receiving and handling feedback and recommendations on legal documents is necessary and in accordance with the assigned tasks.
The Ministry of Justice has presided over the research and development of the draft Decision; collected comments from ministries, ministerial-level agencies, People's Committees of provinces and cities, and relevant agencies; published it on the Ministry of Justice's electronic information portal to collect comments..., from which to research, absorb, and revise the draft Decision.
The Draft Decision emphasizes that the Regulations stipulate principles, procedures, coordination mechanisms, and responsibilities of ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, and relevant agencies, organizations, and individuals in receiving and handling feedback and recommendations on provisions of legal documents that are contradictory, overlapping; unclear, have many different interpretations, unreasonable, unfeasible, causing difficulties in applying and implementing the law, creating a burden of compliance costs; limiting innovation, developing new growth drivers, unlocking resources, promoting economic growth, and international integration on the Information System for receiving and handling feedback and recommendations on legal documents.
This Regulation applies to relevant agencies, organizations and individuals in sending, receiving and handling feedback and recommendations on legal documents on the Information System for receiving and handling feedback and recommendations on legal documents.
At the meeting, representatives of ministries and agencies emphasized that the issuance of the Prime Minister's Decision promulgating the Regulations on receiving and handling feedback and recommendations on the Information System for receiving and handling feedback and recommendations on legal documents is very necessary.
The ministries and agencies also requested the presiding agency, the Ministry of Justice, to conduct careful research to ensure consistency and synchronization in the law; clarify the monitoring and supervision mechanism after handling feedback and recommendations on the Information System for receiving and handling feedback and recommendations on legal documents...
Concluding the meeting, Deputy Prime Minister Ho Quoc Dung welcomed the comments of ministries and agencies, most of which agreed with the draft, so the Ministry of Justice needs to absorb valid comments to complete the draft Resolution.
The Deputy Prime Minister noted that it is necessary to consider decentralization when organizing implementation, because currently, two-level local governments are operating, and many tasks are decentralized to localities. Regarding recommendations related to legal overlaps sent to the System, the Deputy Prime Minister assigned the Ministry of Justice to synthesize and report to the Government and the Prime Minister for consideration and handling. Regarding the personnel in charge of receiving and handling feedback and recommendations, the Deputy Prime Minister requested that the authority be assigned to the head of the decision-making agency, in order to ensure clear responsibilities and effective implementation.
The Deputy Prime Minister directed the Ministry of Justice to fully absorb the opinions at the meeting and complete the draft Regulations to soon submit to the Government for consideration and promulgation, thereby improving the efficiency of the System's operation, contributing to clearing legal bottlenecks, promoting the investment environment and socio-economic development.
