Clarifying the role of intellectuals and science and technology in the draft documents of the 14th National Congress

Responding to the extensive political activities to contribute opinions to the draft documents to be submitted to the 14th National Party Congress, cadres, party members and people in Bac Ninh province had many enthusiastic opinions.

All opinions agreed and highly approved of the content of the drafts and said that the preparation of this document was carried out meticulously, methodically, with a reasonable layout, high quality content and generality, demonstrating the Party's innovative thinking and strategic vision for the country's development in the new period.

Promoting the role of intellectuals

According to Mr. Vu Tan Phu, Vice President of the Union of Science and Technology Associations, Chairman of the Intellectual Club of Bac Ninh province, the draft Political Report submitted to the 14th Congress has deeply and comprehensively assessed the results of implementing the Resolution of the 13th Congress; at the same time, clearly pointed out the country's foundation, position and prestige after 40 years of renovation.

The six key tasks and three strategic breakthroughs identified in the draft represent the nation’s long-term vision and development aspirations. However, some contents need to be specified and supplemented to ensure both a coherent structure and depth of content.

Regarding the theme of the Political Report, Mr. Vu Tan Phu suggested replacing the phrase “Under the glorious flag of the Party” with “Under the glorious flag of the Party” to more vividly express the meaning of the Party’s “leading flag” in the revolutionary cause. At the same time, the theme needs to add elements on principles and methods of development, such as the spirit of solidarity, breakthrough, and innovation, to fully reflect the motto “Solidarity-Democracy-Discipline-Breakthrough-Development” of the Congress.

The section on evaluating the implementation results of the 13th National Congress Resolution should clarify the level of completion, overachievement or underachievement of each main target; thereby reflecting more realistically and objectively the picture of the country's development in the 2021-2025 period. The section on the 5-year development goals for 2026-2030 needs to add specific targets on the digital economy , digital society, and total factor productivity (TFP) - important indicators reflecting the quality of growth based on science, technology and innovation.

In the breakthrough section on science, technology, innovation and national digital transformation, Mr. Vu Tan Phu said that, in addition to mastering advanced technology, it is necessary to focus on creating highly commercial products with Vietnamese brands, demonstrating the mettle and intelligence of Vietnamese people in the international arena.

The part on promoting the role of the people and the great national unity bloc should emphasize the special position and role of intellectuals, the leading force in research, innovation, knowledge transfer and application of science and technology in life.

In the content of Party building and rectification, Mr. Vu Tan Phu proposed to specify more solutions to overcome weaknesses in personnel work, especially in the selection and arrangement of personnel; at the same time, supplement the mechanism to strictly control assets and income, and prevent corruption and negativity.

The core tasks and strategic breakthroughs section needs to include content on promoting the intelligence and creative capacity of domestic and foreign intellectuals, considering this an important breakthrough for the country to develop rapidly and sustainably, proactively grasping the achievements of the fourth industrial revolution.

From the practical activities of the Union of Science and Technology Associations of Bac Ninh province, Mr. Vu Tan Phu hopes that the Party and State will continue to pay attention and have synchronous and breakthrough policies in developing the intellectual team - the core force of the knowledge-based economy and innovative society.

According to him, the draft National Strategy on developing the intellectual team in the period of promoting industrialization and modernization of the country is being built and needs to identify specific orientations such as: adding clear targets until 2030 and vision until 2045 such as the rate of mastering core technology, source technology, and cutting-edge technology; the number of key technology products with Vietnamese brands; the number of scientific journals meeting regional and international standards.

Along with that is the innovation of policies on training, fostering, using and rewarding intellectuals, respecting talents, having mechanisms to encourage creativity and protect the legitimate rights of scientists.

Mr. Vu Tan Phu proposed to promote the effectiveness of intellectual associations, strengthen connections, gather, and stimulate creativity in research and application of science and technology; build a mechanism to use retired high-level intellectuals so that they can continue to contribute their experience and knowledge to society; and at the same time, research to establish the Vietnam Intellectuals Association as a focal point to unify, gather, and promote the intellectual strength of the country's intellectuals.

According to Mr. Vu Tan Phu, the country’s development in the new period requires considering intellectuals as a particularly important resource, both as a creative subject and as a driving force for social progress. “To move quickly and sustainably, we must have a strong team of intellectuals with the capacity to lead technology, science and knowledge. The documents of the 14th National Congress need to clearly demonstrate this determination of the Party,” Mr. Vu Tan Phu emphasized.

With his sincere, frank and strategic opinions, Mr. Vu Tan Phu hopes that the documents submitted to the 14th National Party Congress will more fully demonstrate the role of science, technology and intellectuals in national development; thereby creating a solid foundation for Vietnam to rise up to become strong and prosperous in the new era.

Taking people as the root and center of innovation

Having served in the army for many years, Mr. Dong Van Duong (a 45-year Party member, Tien Luc commune) said that the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam has been carefully prepared, comprehensive, highly general and systematic.

The report reflects core issues from innovation practices, linked with theoretical bases, clarifies the principles of combining market economy and socialist orientation, ensuring social equity and human development over the past 40 years.

Regarding the world, regional and domestic context, Mr. Duong assessed that the draft has forecasted the international situation quite closely, identifying opportunities and challenges for our country's socio-economic development in the coming time.

However, he suggested adding content on traditional and non-traditional security risks that are evolving complicatedly in the world; at the same time, assessing the international context associated with each stage of the country's innovation, to clarify Vietnam's inheritance and adaptation through each period.

In addition, the draft needs to analyze more deeply the four risks that our Party has pointed out, including the degradation of political ideology, morality, and lifestyle; "self-evolution," "self-transformation," and the "peaceful evolution" plot of hostile forces.

Referring to the development of the Party's theoretical awareness over 40 years of renovation, Mr. Dong Van Duong said that it is necessary to highlight the Party's role in creatively applying Marxism-Leninism and Ho Chi Minh's thought to the practice of leading and directing the renovation process; considering this the ideological foundation and guiding principle for all achievements the country has achieved today.

Regarding achievements and limitations in various fields, Mr. Duong commented that the draft correctly identified limitations such as growth quality, labor productivity, and effectiveness of institutional innovation.

However, he suggested a more thorough analysis of the difficulties in developing small-scale, dispersed agriculture as well as the shortcomings in land, credit, and agricultural product consumption policies - issues that are of great concern to farmer members and grassroots organizations.

Mr. Dong Van Duong also said that in addition to recognizing the great, comprehensive, and historically significant achievements after 40 years of renovation, the draft needs to frankly acknowledge unsustainable growth, low labor productivity, regional disparities, environmental pollution, along with limitations in developing party members at the grassroots level, especially in village party cells, residential groups, and non-state enterprises.

Regarding the five lessons learned after 40 years of renovation, Mr. Duong highly appreciated the draft's generality, theoretical and practical value. However, he suggested moving the first lesson on "Firmly following the Party's renovation policy; taking development for stability, stability for sustainable development" to the lesson on Party building; at the same time, emphasizing more the idea of "Taking people as the root, people as the center of renovation," firmly upholding the goal of national independence and socialism, harmoniously combining economic renovation with political renovation, promoting the strength of great national unity and proactively integrating internationally.

Mr. Dong Van Duong deeply believes in the Party's leadership and believes that, with its strategic vision, steadfast political will and aspiration to develop a prosperous and happy country, our Party will continue to bring the renovation process to a new stage of development - more comprehensive, sustainable, for the people and by the people./.
