Accordingly, through an on-site inspection at the above-mentioned quarry, the inspection team of the People's Committee of Quynh Luu district discovered that Van Son quarry had encroached on land and exploited beyond the scope of the license, so they made a record requesting the Provincial People's Committee to impose a fine.
Specifically, the People's Committee of Nghe An province has decided to impose an administrative fine of VND330 million on Van Son Construction Joint Stock Company. This company is located in Quynh Van commune (Quynh Luu), with Mr. Le Van Son (61 years old), as Chairman of the Board of Directors and Director. This enterprise is the owner of Van Son stone quarry, Quynh Van commune.
According to the minutes made by the inspection team of the People's Committee of Quynh Luu district on June 9, 2023, this quarry has encroached and occupied more than 63,000 m2 of unused hilly land in rural areas. Of which, it is used as an office, crushing station, and gathering area (area of 2,800 m2); and mineral exploitation (area of 60,646.8 m2) in the Tru Hai area, Quynh Van commune. For this act, the People's Committee of Quynh Luu district has proposed the People's Committee of Nghe An province to impose a fine of 80 million VND. At the same time, it is required to restore the original condition of the land before the violation and to return the encroached land and rock.
In addition, the inspection team also discovered that the company had exploited minerals beyond the permitted mining area. Specifically, the company exploited 1.48 hectares beyond the licensed area. For this act, the People's Committee of Nghe An province imposed a fine of VND250 million, forced the remediation and restoration of the environment; and implemented solutions to bring the exploited areas beyond the permitted mining area to a safe state.
It is known that Van Son quarry has an area of over 10 hectares and has been exploited for many years. After making a record of violations and submitting a request to Nghe An Provincial People's Committee for punishment, recently on September 14, 2023, the monitoring delegation of Quynh Luu District People's Council also organized monitoring at 2 quarries in Quynh Van commune, including Van Son quarry.
Here, the monitoring delegation requested Quynh Van commune to pay attention to strengthening inspection, examination and supervision of mineral exploitation activities; especially focusing on overcoming the situations of mineral exploitation and processing affecting people's lives such as noise, dust pollution, domestic water pollution and people's housing; Strengthening closer and more effective coordination with all levels and sectors in management as well as handling violations, overcoming possible incidents; Maintaining the reporting regime on the situation of mineral exploitation activities monthly and quarterly to the District People's Committee to intervene and handle situations and violations beyond the authority of the Commune People's Committee.
Previously, in 2019, Van Son Company was also fined 60 million VND by the People's Committee of Quynh Luu district for administrative violations, due to "Implementing mining not in accordance with the mining order and mining system specified in the approved mine design".
