Attending the conference at the Tra Vinh provincial bridge point were comrade Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, leaders of the Provincial Party Committee's Organization Board, leaders of the Provincial Party Committee, the Department of Home Affairs and the Provincial Political School.
In recent years, the work of training and fostering administrative and state management knowledge and skills has been chaired by the Government and the Ministry of Home Affairs, in close coordination with the Central Organizing Committee, the Ho Chi Minh National Academy of Politics and relevant agencies to develop and perfect legal documents on training and fostering civil servants, ensuring consistency, science and conformity with the requirements of promoting administrative reform and international integration.
Up to now, the system of legal documents on training and fostering civil servants has basically met the requirements of guiding, directing, managing, improving the quality and effectiveness of training and fostering activities for civil servants; clearly defining the responsibilities of ministries, branches and localities in managing and organizing the implementation of training and fostering work; ensuring the autonomy and self-responsibility of management agencies, training units and units using civil servants.
Ministries, branches and localities actively and proactively develop plans and coordinate with training and development facilities to implement training and development for civil servants under their management, creating favorable conditions for civil servants to participate in learning and self-study to continuously improve their working capacity and ability to perform tasks and public duties.

The Ho Chi Minh National Academy of Politics, the National Academy of Public Administration under the Ministry of Home Affairs (now the Academy of Public Administration and Management under the Ho Chi Minh National Academy of Politics) and ministerial schools, branches, and local political schools proactively issued many management documents, mechanisms, and policies on training and fostering of civil servants; developed and submitted to competent authorities for approval or issued under their authority strategies, projects, and plans for training and fostering of civil servants; guided the implementation of strategies, projects, and plans for training and fostering after they were approved and issued; monitored and synthesized the results of training and fostering of civil servants of ministries, ministerial-level agencies, agencies under the Government, political-social organizations at the central and local levels.
Up to now, nearly 90% of central, provincial and district-level officials and civil servants have been trained to meet the prescribed standards; about 87% of officials and civil servants have been updated on legal knowledge; more than 60% have been trained to update knowledge, skills and methods of performing public duties.
Nearly 90% of commune-level officials and civil servants have intermediate or higher qualifications (for urban and delta areas, this rate is nearly 99%; for remote, border and island areas, this rate is about 89%). Of these, nearly 86% of commune-level civil servants have qualifications appropriate to their positions.

Every year, about 70% of commune-level cadres and civil servants are trained to update their knowledge, skills, methods, and public service ethics. By the end of the 2021-2024 period, nearly 30% of Kinh cadres and civil servants working in areas with ethnic minorities will be able to use at least one ethnic language in their work area.
Regarding training according to professional title standards, up to now, about 27% of civil servants have received training. The number of civil servants holding management positions who have received training in management capacity and skills before appointment has reached nearly 30%...
The conference focused on assessing the current status of training and fostering cadres in the political system, the achievements as well as the limitations that need to be overcome and proposed solutions to innovate training content and methods in a practical and effective direction. In particular, improving political capacity, public ethics, management capacity and adapting to digital transformation were the key issues mentioned in the discussion.
In his concluding remarks at the conference, Professor, Dr. Nguyen Xuan Thang highly appreciated the quality of the conference. For the first time, the Ho Chi Minh National Academy of Politics organized a national conference on training and fostering civil servants and achieved many positive results.
In the context of a vibrant, fierce and innovative country, the Ho Chi Minh National Academy of Politics is not out of the picture. Continue to rearrange training and fostering facilities for civil servants and public employees from the central to local levels. Clearly stipulate that the Ho Chi Minh National Academy of Politics after merging with the National Academy of Public Administration, including the Academy Center and 06 affiliated academies and provincial political schools, are the only training and fostering facilities organizing training and fostering programs for leaders, managers and civil servants and public employees for Party, State agencies and the political system from the central to local levels.

The Ho Chi Minh National Academy of Politics is in charge of compiling programs, textbooks, and learning materials for all levels of training for leaders, managers, and civil servants as assigned by the Party and the State. The programs developed must ensure the correct target audience, standards, and requirements of leadership positions and job positions, contributing to improving the political capacity, leadership, management, and governance of civil servants in all fields.
Professor, Dr. Nguyen Xuan Thang believes that the training and fostering of civil servants will go hand in hand with advanced political theory training and political theory education to achieve good results, meeting the requirements of building a contingent of civil servants equal to the tasks in the new era, the era of national growth.
