For swimming, one of the first factors for development is to build facilities, modern and safe swimming pool systems according to prescribed standards. In Phu Yen , in recent years, swimming pools have developed to a certain extent.
This helps to popularize swimming, ensuring the goals of preventing drowning for children. According to the Department of Culture, Sports and Tourism, there are 43 swimming pools of all kinds in the province. Of which, 17 are in schools; 3 are in the Culture, Sports and Tourism Centers of Song Hinh, Dong Xuan and Phu Hoa districts; 1 is in the Provincial Youth Activity Center; 1 is in the Provincial Military Command; 1 is in the Submarine Nursing Center; 20 are in private sports businesses. In terms of quality and scale, 3 pools are 50m long, 20 pools are 25m long, and the remaining 20 pools are smaller in scale.
According to an overview assessment from the authorities, the number of swimming pools in the province is still limited, not meeting the needs of teaching and learning swimming in schools as well as the training needs of the people.
However, there are still effective swimming pools that bring positive signals for swimming practice and drowning prevention programs, notably swimming pools in schools and swimming pools belonging to the Provincial Youth Activity Center.
The swimming pool belonging to the Provincial Military Command and the Submarine Nursing Center are of sufficient quality to serve the training of the armed forces. The three swimming pools of the Cultural, Sports and Tourism Centers of Song Hinh, Dong Xuan and Phu Hoa districts basically meet the swimming learning needs of children and local people.
In addition, swimming pools belonging to sports businesses organize swimming lessons and practice, contributing to the swimming movement and preventing drowning accidents in some localities.
“Implementing the Provincial People's Committee's Plan on the Safe Swimming Program for the period 2021-2030, the Department of Culture, Sports and Tourism coordinated with the Department of Education and Training and the Provincial Youth Union to organize a launching ceremony to promote and mobilize the whole population to exercise, especially equip swimming skills and prevent drowning for children. This is a meaningful work, in the context of the complicated situation of drowning. We need to strengthen the management of swimming activities, strengthen coordination in organizing swimming lessons, professional training, and widely propagate to families, schools and the community", said Mr. Le Hoang Phu, Deputy Director of the Department of Culture, Sports and Tourism.
Promote training and human resource development
The Department of Culture, Sports and Tourism is the advisory body to the Provincial People's Committee on the implementation of the safe swimming program to prevent drowning.
Specifically, this unit advised the Provincial People's Committee to issue Plan 51/KH-UBND dated March 4, 2022 on implementing the Safe Swimming Program to prevent child drowning for the period 2021-2030 in the province to strengthen the leadership and direction of authorities at all levels and departments, branches, and socio -political organizations in managing and organizing swimming activities, swimming training movements and preventing child drowning.
These activities not only contribute to improving knowledge and skills in preventing child drowning accidents, but also create favorable legal basis for organizations and individuals to invest in facilities and equipment to organize swimming lessons and drowning prevention skills for children in the province.
Over the years, the Department of Culture, Sports and Tourism has regularly coordinated with units to organize many training courses for civil servants, public employees, coaches, collaborators and rescue workers.
In 2020, this unit organized a professional training course for basic instructors on the Safe Swimming Program and Child Drowning Prevention in the Central Highlands - Central region in Phu Yen, granting certificates to 150 students.
In 2021, the Department provided professional training for cadres, civil servants, and grassroots sports collaborators under the National Target Program on New Rural Development, granting certificates to 98 trainees. In 2024, the Department coordinated with the Vietnam Olympic Committee to organize a training course for swimming and diving instructors, granting certificates to 94 trainees. Most recently, the Department of Culture, Sports and Tourism coordinated with the Department of Sports and Physical Training to organize a training course to pilot a safe swimming and drowning prevention program, granting certificates to 147 trainees.
In addition, the Department of Culture, Sports and Tourism also organizes many practical activities to develop the swimming movement, raise public awareness, through tournaments at local and provincial levels such as: Phu Yen Province Swimming Championship for all ages, summer opening ceremony, Children's Olympic Day and launching the whole population to practice swimming on International Children's Day (June 1) and Action Month for Children...
Along with that is promoting communication work in many forms to raise awareness of drowning prevention in the community; calling on families to regularly care for and supervise children, especially during the summer and rainy season.
“Preventing drowning for children is important in the context of Phu Yen having many drowning accidents, taking many lives, of which the victims are children. Incidents often occur during the summer, when students are on school break. Faced with this situation, I call on everyone, from leaders, managers, teachers, to parents and students, to actively participate in programs to prevent drowning for children. We need to join hands to deal with the risk of drowning. That is also an effective way to protect people and prevent unfortunate consequences,” said Ms. Vo Thi Minh Duyen, Deputy Director of the Department of Education and Training.
According to the overall assessment from the authorities, the number of swimming pools in the province is still limited, not meeting the needs of teaching and learning swimming in schools as well as the training needs of the people. However, there are still swimming pools operating effectively, bringing positive signals for swimming training and drowning prevention programs.
