In recent times, the work of reorganizing the apparatus and streamlining the payroll in the spirit of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee has been implemented resolutely, synchronously, with focus and key points, associated with improving the quality of the contingent of cadres, civil servants and public employees.
The two-level local government model is organized seriously and scientifically , initially operating stably and smoothly, gradually defining functions and tasks, shortening administrative procedure processing, increasing initiative, creativity and responsibility of leaders in performing public duties, meeting requirements and tasks, ensuring closeness to the people, serving people and businesses better.
The implementation of Resolution 129 and Project 05 of Lang Son Provincial Party Committee aimed at innovating the content and methods, improving the quality and effectiveness of the Fatherland Front's work, has contributed to enhancing the Party's leadership role over the Fatherland Front and socio- political organizations, clearly affirming the central position of the work of the front and mass organizations in the great national unity bloc.
The conference also listened to the summary report of Lang Son Provincial Party Committee and 9 typical reports of agencies and units; along with many practical contributions and proposals of delegates from departments, branches, sectors and localities.
Speaking at the conference, Comrade Hoang Quoc Khanh, Secretary of Lang Son Provincial Party Committee, praised all levels, sectors, cadres, civil servants, public employees and people in the province for their efforts, creativity, solidarity, responsibility, and achieving comprehensive and substantive results in implementing Resolution 18-NQ/TW of the 12th Party Central Committee; Resolution No. 129-NQ/TU and Project No. 05-DA/TU of the Provincial Party Committee Standing Committee.
He emphasized that the implementation of Resolution 18-NQ/TW in Lang Son has achieved the general goal of streamlining, effectiveness and efficiency, creating a strong change in leadership thinking, management methods and organization of political system activities.
Decentralization and delegation of management authority are promoted, creating conditions for units and localities to be proactive and creative, associated with responsibility in performing assigned tasks. Policies for cadres, civil servants, public employees, and non-professional workers are implemented fully, promptly, publicly, and transparently, contributing to ideological stability and creating high consensus throughout the political system.
In addition, the Secretary of Lang Son Provincial Party Committee also pointed out difficulties and limitations such as: implementing the two-level local government model is a new task, with a large amount of work, many cadres have to hold multiple positions, while the current commune-level staffing standards do not meet the requirements of the task.
In addition, a number of cadres and civil servants have uneven qualifications, professional capacity, skills and expertise, and lack practical experience in performing newly decentralized and delegated tasks.
The activities of the Fatherland Front and socio-political organizations in some places have not been truly proactive, and have not fully promoted the role of the organization in mobilizing members and people to participate. The quality of social supervision and criticism, especially at the grassroots level, is still formal and ineffective.
The Provincial Party Secretary requested that Party committees, Party organizations, and local authorities continue to review, supplement, and perfect functions, tasks, and operating mechanisms, thereby arranging the organizational apparatus according to the direction of the Central Government.
At the same time, units need to promote decentralization and delegation of authority associated with power control mechanisms; promote the role and responsibility of leaders; and enhance the initiative and creativity of subordinates in performing tasks.
Lang Son province is determined to continue promoting administrative procedure reform, promoting the effectiveness of high-level online public services, innovating working methods, improving the quality of service for people and businesses; well implementing tasks and solutions on digital transformation, enhancing the application of information technology and artificial intelligence in direction and operation activities according to Resolution No. 57-NQ/TW of the Politburo.
In the work of the Fatherland Front, Lang Son province continues to innovate the content and methods of operation, paying attention to building a team of front and mass organization cadres that are "both red and professional", prestigious, dedicated, responsible, close to the people, close to the grassroots, meeting the requirements of tasks in the new situation.
After 8 years of implementing Resolution No. 18-NQ/TW, 5 years of implementing Resolution No. 129-NQ/TU and 3 years of implementing Project No. 05-DA/TU of the Provincial Party Standing Committee, it is a clear demonstration of the spirit of innovation, solidarity, creativity and high political determination of the entire Party Committee, government and people of Lang Son province, thereby contributing to building the homeland of Lang Son to be increasingly prosperous and happy.
