The content of the congratulatory message affirmed that the Great Victory of Spring 1975, culminating in the Ho Chi Minh Campaign, which was completely victorious on April 30, 1975, was an important event recorded in world history and a brilliant historical mark of the Communist Party of Vietnam.
This victory is not only the victory of the Vietnamese army and people but also the common victory of the special solidarity and fighting alliance between Laos and Vietnam, as well as of the people of the three countries Vietnam, Laos and Cambodia; expressing impression and admiration for the great and historical achievements that Vietnam has achieved in the past time, contributing to the continuous enhancement of Vietnam's position in the region and internationally; believing that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, Vietnam will continue to achieve many new and greater achievements, successfully implement the Resolution of the 13th National Congress and successfully organize the 14th National Congress of the Party.
