On the afternoon of November 12th, Mr. Nguyen Minh, Vice Chairman of the People's Committee of Binh Thuan province, directed the Department of Education and Training of Binh Thuan province and the People's Committee of Ham Thuan Nam district to investigate and strictly handle the case of a 7th-grade female student who was beaten by a group of people and had to be hospitalized.

On November 12th, Mr. Nguyen Duc Hai Tung, Deputy Chief of the Office of the People's Committee of Binh Thuan province, signed a document conveying the directives of Mr. Nguyen Minh, Vice Chairman of the People's Committee of Binh Thuan province, to the Department of Education and Training and the People's Committee of Ham Thuan Nam district regarding the case of a 7th-grade female student who was beaten by a group of people and had to be hospitalized.

Accordingly, Mr. Nguyen Minh, Vice Chairman of the People's Committee of Binh Thuan province, instructed the Department of Education and Training of Binh Thuan province and the People's Committee of Ham Thuan Nam district to urgently investigate the reported issues and strictly handle them according to regulations, reporting the matter to the People's Committee of Binh Thuan province before November 15, 2024.
Previously, a video appeared on social media showing a female student being repeatedly beaten by other female students. The female student being beaten in the video is NLTM (born in 2012), a 7th-grade student at Thuan Nam Secondary School, Thuan Nam town, Ham Thuan Nam district.
After being assaulted by a group of students, M. was taken by her mother to the commune police station to report the incident. According to the family's report, M. was beaten and filmed by a group of female students from the same school at the Tan Lap reservoir dam area, in Tan Lap commune, Ham Thuan Nam district, Binh Thuan province.
The video shows several female students in school uniforms violently attacking M. on the head and back, while another student records the incident with a phone. The clip was then posted on social media, causing great outrage among the victim's family.

According to a report from the Ham Thuan Nam District Department of Education and Training, the initial cause stemmed from M. borrowing and losing NTMH's helmet.
Later, M. bought a new helmet to give to H., but it wasn't the same color as the old one, so H. refused to accept it, leading to a conflict.
While playing with a group of friends at Tan Lap Lake, the two girls continued to argue, leading to a fight. H.'s group of friends, consisting of four girls, beat M., and one girl used her phone to record the incident.

Following the incident, the family took M for a health check-up and admitted her to Ham Thuan Nam Medical Center, before transferring her to Binh Thuan Provincial General Hospital for further treatment.
According to sources, after receiving the report, the Tan Lap commune police worked with M. and verified the incident. The commune police and the school also invited the parents and the students involved in the assault and filming to come in for questioning.
The school has now established a Disciplinary Council and will hold a meeting to review and handle disciplinary actions against the students involved on the afternoon of November 14th.
At noon on November 12th, leaders from the Department of Education and Training of Binh Thuan province, along with leaders from the People's Committee of Ham Thuan Nam district, visited the Binh Thuan Provincial General Hospital to inquire about and encourage M.
