On November 12, Mr. Nguyen Duc Hai Tung, Deputy Chief of Office of Binh Thuan Provincial People's Committee signed a document conveying the direction of Mr. Nguyen Minh, Vice Chairman of Binh Thuan Provincial People's Committee, to the Department ofEducation and Training and Ham Thuan Nam District People's Committee regarding the case of a 7th grade female student being beaten by a "gang" and hospitalized.

Accordingly, Mr. Nguyen Minh, Vice Chairman of Binh Thuan Provincial People's Committee assigned the Department of Education and Training of Binh Thuan province and Ham Thuan Nam District People's Committee to urgently check the above reflections and strictly handle them according to regulations, and report the incident to Binh Thuan Provincial People's Committee before November 15, 2024.
Previously, a clip appeared on social media showing a female student being beaten repeatedly by her female classmates. The female student beaten in the clip is NLTM (born in 2012), a 7th grade student at Thuan Nam Secondary School, Thuan Nam town, Ham Thuan Nam district.
After being beaten by a group of girls, M. was taken by her mother to the commune police station to report the incident. According to the family's report, M. was beaten by a group of girls from the same school and the video was filmed at the Tan Lap Lake dam area, in Tan Lap commune, Ham Thuan Nam district, Binh Thuan province.
The clip shows several female students in uniforms beating M. on the head and back, while another student used a phone to record the video. The clip was later posted on social media, causing outrage among the family of the student who was beaten.
Beaten for a helmet
According to the report of the Department of Education and Training of Ham Thuan Nam district, the initial cause came from the fact that student M. borrowed and lost the helmet of student NTMH.
After that, M. bought a new helmet to return to H. but it was not the same color as the old helmet so H. did not accept it, which led to a conflict.
While playing with a group of friends at Tan Lap Lake, the two continued to argue, leading to a fight. H.'s group of four friends beat M. and one of them used his phone to record the incident.

After the incident, the family took M for a health check and hospitalized him at Ham Thuan Nam Medical Center, then transferred him to Binh Thuan General Hospital for treatment.
The source said that after receiving the report, Tan Lap Commune Police worked with M. and verified the incident. The commune police and the school also invited the parents and children who participated in the beating and filming to come to the investigation.
The school has established a Disciplinary Council and will hold a meeting to consider and discipline the students involved on the afternoon of November 14.
