What are fog lights and are they necessary?
Fog lights are low-mounted auxiliary lights that help improve visibility when driving in thick fog, heavy rain or dark mountain roads.
Fog lights ( beam headlights ) are auxiliary lights that are usually installed in a low position with a narrow beam angle and short range. Thanks to the yellow or white-yellow light of the fog lights, it will help improve visibility when driving in conditions of thick fog, heavy rain or dark mountain roads.
Currently, many popular car models are not equipped with fog lights or the lights are quite weak. Therefore, installing additional separate fog lights is the solution chosen by many car owners to increase safety when operating.

According to the new regulations in Circular No. 43/2023/TT-BGTVT, vehicle owners are allowed to install additional separate fog lights without registration procedures, and are not considered to have changed the vehicle structure as long as they meet the following technical standards:
1. Beam direction and height
- The light beam must not be directed upwards but must lie below a horizontal line extending towards the front of the vehicle.
- The purpose is to avoid dazzling oncoming vehicles and only illuminate the road ahead.
2. Installation location
When installing fog lights, make sure the installation position is no more than 40cm from the outer edge of the vehicle body and has a minimum height of 25cm or more.
- The light must be mounted lower than the main headlights/low beams.
- The distance from the light to the outer edge of the vehicle body does not exceed 40 cm.
- Height from the ground is not less than 25 cm to avoid collision and ensure safety.
3. Number of lights
- Only a maximum of 2 separate fog lights (one pair for each side of the vehicle) are allowed.
- Installing more than 2 units may be considered a violation of regulations.

4. Control system
When installing, there must be a switch independent of the high/low beam system. This allows the driver to turn on/off when needed without causing unnecessary over-lighting.
5. About registration
If all of the above conditions are met, the inspection unit will approve and the vehicle will not encounter any problems during inspection.
What happens if fog lights are installed incorrectly?
In case of improper fog light installation, the car owner may face:
- Refused to register for violation of lighting design standards.
- Administrative sanctions according to Decree No. 100/2019/ND-CP (amended by Decree No. 123/2021/ND-CP) with fines ranging from VND 800,000 to VND 1,000,000.
- Forced to remove and return for inspection after repair.
It can be seen that Circular No. 43/2023/TT-BGTVT has paved the way for the legal installation of fog lights on private vehicles. However, car owners need to install them properly, in the right position and quantity; at the same time, ensure that the lights have separate switches.
