Authorities have determined that brokers using fake health certificates to apply for or change driver’s licenses is a very dangerous practice. Hospitals and clinics need to tighten control over the issuance of health certificates so that brokers have no place to survive.

Review the health certificate issuance process

Speaking to reporters, the Director of a General Clinic in Vung Tau City (where the KSK papers were provided by the Q. broker group) said that according to the posted schedule, the clinic only accepts KSK (driver's license, job application, periodic examination) every Saturday. In case there are large registrations, the clinic will only accept examinations by appointment; all examination procedures and fee payment are completed at the clinic, the screening process lasts from 45-60 minutes.

The director further explained: “There have been cases of color blindness and deafness when going to KSK and being rejected. The clinic’s policy is to screen carefully to avoid cases where people do not meet the requirements but still pass.”

However, the medical examination process that we recorded is not the same as the clinic director informed. Because through the hands of the "brokers", the driver does not need to go to the KSK clinic but only needs to provide a photo via zalo with personal information and make an appointment for the "broker" to support the direct filing of the records. Here, the records have the stamp of a General Clinic in Vung Tau City, the signature of the doctor at the clinic and a receipt with the stamp of the director of this clinic.

Upon hearing the information, the clinic director was surprised because he thought that the clinic's policy on medical examination and treatment was to conduct thorough screening, not to accept quick services and to do them directly at the clinic. The medical examination and treatment receipts were also used on the software and not signed directly.

“I did not directly sign the receipt because the clinic uses receipts through tax software. I will request a review of the working process of the clinic's staff. I will thoroughly review and monitor it, I suspect that someone is colluding with the staff to do this,” the clinic director emphasized.

According to regulations, issuing and changing driving licenses requires original documents. However, since 2013, the original documents have been updated online. If people no longer have them, officials will check the data to update and create conditions for people to complete their documents. Therefore, people should not listen to the "brokers" who threaten to lose money using the service.

Validating KSK certificate in the file is very dangerous

Meanwhile, Mr. Duong Van Thom, Deputy Director of the Provincial Center for Public Administration, said that about 3 years ago, the situation of “brokers”, mainly “brokers” in procedures related to driving licenses, became rampant. Some “brokers” even brazenly posted banners and advertisements on cars parked in front of the Center to “introduce” their services.

“At that time, there were two groups of brokers fighting over the area. One group even took photos and videos and sent them to me to report. The center had to ask the authorities to intervene to get rid of the brokers,” said Mr. Duong Van Thom.

According to Mr. Duong Van Thom, recently, the Center's staff discovered a "broker" named D. who often loitered in front of the yard and lured people to do service procedures, so they are monitoring and handling him. As for Q., he was active about 3 years ago and was then chased away by the authorities. Since then, Q. has not been seen at the center.

Regarding the KSK certificates made by brokers for drivers, Mr. Thom said that the TTPVHCCC staff are very vigilant but sometimes cannot control and verify whether they are real or fake. They can only determine whether the clinic has the capacity to issue KSK certificates or not to refuse to accept the application. "The TTPVHCCC staff have encountered some applications for issuing or exchanging driving licenses with KSK certificates that the person who went to the clinic "forgot" to sign but the signature and seal of the clinic doctor were complete, so they asked to verify again," Mr. Duong Van Thom added.

According to Mr. Duong Van Thom, it is very dangerous for "brokers" to make KSK papers to legalize the application for changing driver's licenses. "It is necessary to clarify whether the KSK papers were forged by "brokers" or were handled with the help of the clinic. If people discover that the Center's staff did something wrong, please provide evidence or report it to me. I will handle it immediately," said Mr. Duong Van Thom.

According to Mr. Thom, currently, doing administrative procedures at the Center is not difficult, the Provincial Police Clinic is located near the Center so getting a health certificate is also very convenient. Therefore, people need to be vigilant, avoid being "scared" by brokers and spending a few hundred thousand dong on services.

Similarly, Mr. Duong Viet Tri, Head of the Department of Transport, Vehicle and Driver Management, Department of Transport, said that issuing and renewing driving licenses or other administrative procedures are now very easy, and people can even submit them online.
