Party committees, party organizations, and authorities at all levels must strengthen the role and responsibility of collectives and leaders in leading, directing, and organizing emulation and reward work; using the results of organizing movements and the results of emulation and reward work as a criterion for annual quality assessment and classification.

Party committees, party organizations, heads of agencies and units must directly lead, direct, have specific plans and measures to create a strong qualitative change in emulation and reward work. Exemplary cadres and party members must take the lead and be the core of the emulation movement, associated with "promoting the study and following of Ho Chi Minh's ideology, morality and style".

The patriotic emulation movement must be effective, practical, avoiding formality; extensive and covering all areas of social life, all classes of people, economic sectors, agencies, organizations, and units, in which the people are the center and the target of the emulation movement.

Competition goals, contents and criteria must be specific, clear, easy to remember, easy to implement, easy to check and monitor, linked to the legitimate rights and interests of participants and closely follow the requirements of political tasks in the new period...
