In order to recognize the achievements and outstanding contributions of collectives and individuals of Hai Phong city in the cooperative relationship between Hai Phong and Udomxay province, Lao People's Democratic Republic, on the occasion of the 45th anniversary of the signing of the Laos - Vietnam Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022) and the 60th anniversary of the establishment of Laos - Vietnam diplomatic relations (September 5, 1962 - September 5, 2022), the Lao Party and State have issued Decisions on awarding Orders and Medals of the Lao Party and State to collectives and individuals of Hai Phong city.
Authorized by the President and Prime Minister of the People's Democratic Republic, Comrade Bun Khong La Chiem Phon, alternate member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, Governor of Udomsay Province, represented the Lao State to present the Orders and Medals of the Lao Party and State to collectives and individuals of Hai Phong city.
Attending the welcoming ceremony on behalf of the city leaders were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; former leaders of the city; collectives and individuals awarded and posthumously awarded the Lao State Medal and leaders of relevant departments, branches and units.
Speaking at the welcoming ceremony, Comrade Bun Khong La Chiem Phon, Secretary of the Provincial Party Committee, Governor of Udomsay Province expressed his joy at being able to visit and attend the 70th Anniversary of Hai Phong Liberation Day and the Red Flamboyant Festival - Hai Phong in 2025 and organize the Ceremony to present the Medal of the Party and State of the Lao People's Democratic Republic to collectives and individuals of Hai Phong city who have made outstanding achievements and contributions to the Laos - Vietnam cooperation relationship this time; at the same time, he thanked the leaders of Hai Phong city for their good feelings and the enthusiastic and thoughtful reception for the delegation.
He emphasized that Udomsay province and Hai Phong city have a close traditional cooperative relationship. The two provinces and cities officially signed a cooperation agreement in 2012. Since then, leaders of the two provinces and cities have regularly sent letters of greetings and congratulations to each other on important occasions of the two Parties and the two countries. In addition, the two sides have regularly organized high-level delegations and experts to visit and exchange lessons and experiences with each other. Hai Phong city has provided aid and assistance to Udomsay province to build infrastructure, support medical equipment and supplies and many other valuable materials; especially training many human resources.
On this very meaningful occasion, on behalf of the leaders and people of Udomsay province, he expressed his sincere gratitude for the affection, support and assistance that the Party, government, leaders and former leaders of Hai Phong city have given to Udomsay province in the past time, and hoped that in the coming time, the two cities and provinces will continue to maintain and promote the traditional friendship to deepen it, becoming a precious and priceless heritage to pass on to future generations.
At the Reception Ceremony, the Decision of the President of the Lao People's Democratic Republic on awarding the First Class Labor Medal to Hai Phong City, Socialist Republic of Vietnam, for its outstanding achievements and contributions in the cooperative relationship and capital assistance for the development of Udomxay province in the past was announced; the Second Class Freedom Medal was awarded to 04 individuals and the Third Class Freedom Medal to 09 individuals, for their outstanding achievements and contributions in the cooperative relationship and capital assistance for the development of Udomxay province in the past, on the occasion of the 45th anniversary of the signing of the Laos - Vietnam Treaty of Amity and Cooperation (July 18, 1977 - July 18, 2022) and the 60th anniversary of the establishment of Laos - Vietnam diplomatic relations (September 5, 1962 - September 5, 2022).
At the same time, the Decision of the Prime Minister of the Lao People's Democratic Republic on awarding the Friendship Medal to the Department of Education and Training of Hai Phong City for its outstanding achievements in contributing to the cooperative relationship and providing capital to serve the development of education in Udomsay province over the past time was announced, on the occasion of the 45th anniversary of the signing of the Laos-Vietnam Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022) and the 60th anniversary of the establishment of Laos-Vietnam diplomatic relations (September 5, 1962 - September 5, 2022).
Speaking at the reception ceremony, Secretary of the City Party Committee Le Tien Chau respectfully thanked Comrade Bun Khong La Chiem Phon, alternate member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, Governor of Udomxay Province for taking the time to visit Hai Phong City on the occasion of the 70th Anniversary of Hai Phong Liberation Day and directly presenting Orders and Medals to collectives and individuals of Hai Phong City; through the Secretary of the Provincial Party Committee, Governor of Udomxay Province, the Secretary of the City Party Committee expressed his deep gratitude to the leaders of the Party, State, and Government of the Lao People's Democratic Republic for recognizing and giving the city, and the leaders and former leaders of Hai Phong City, these noble awards.
The Secretary of the City Party Committee said that on the basis of the good relationship between Vietnam and Laos, in recent years, the cooperation between Hai Phong city and Udomxay province has achieved many good results in the fields of party building, government, education and training, health care, tourism, investment cooperation, trade... The two sides have increased information exchange, congratulatory messages, and visits between Party agencies, government and people's organizations with Udomxay province to strengthen friendship, solidarity and mutual understanding. Recently, Hai Phong city has welcomed many Udomxay delegations to visit and work in Hai Phong. In particular, for people-to-people diplomacy activities, every year, the Vietnam - Laos Friendship Association of the city organizes many meaningful activities such as cultural exchanges, gratitude, participating in organizing traditional New Year for Lao students studying in the city, organizing meetings and honoring former volunteer soldiers and experts in Laos of Hai Phong... thereby strengthening the affection between the people of the two neighboring countries.
These achievements are an important foundation for Hai Phong and Lao localities to continue promoting the friendship and cooperation relationship to develop more strongly in the future. The Secretary of the City Party Committee and the city leaders hope and believe that in the coming time, the Lao People's Revolutionary Party and the Government of the Lao People's Democratic Republic will continue to support and create conditions to continue promoting the traditional friendship, brotherly solidarity, and multi-faceted cooperation between the two countries in general and Hai Phong city and Udomsay province in particular. Hai Phong city also hopes that the two sides will increase the organization of working delegations to promote investment and trade, and exchange delegations between the Party agencies, authorities and people's organizations of the two sides. Actively maintain foreign affairs activities and people-to-people exchanges in more appropriate ways in the context of many changes in the international and regional context./.
