In recent years, Nam Dinh has quickly established a "3-house" linkage model and made its mark with many steps forward in developing science and technology, innovation and digital transformation, creating a lever for the province's socio-economic development. The Department of Science and Technology has played a good role as the province's standing agency on science and technology development, innovation and digital transformation, proactively advising the Provincial Party Committee and the Provincial People's Committee to issue mechanisms, policies, plans, and create a legal corridor for the development of science and technology, innovation and digital transformation. Thereby, many policies have brought about practical effectiveness such as: Financial support for science and technology activities and the Innovation Startup Ecosystem in the province; building the provincial innovation startup ecosystem for the period 2022-2025, with a vision to 2023; the provincial digital transformation plan for the period 2021-2025, with a vision to 2030; Plan to apply information technology, develop digital government and ensure network information security in the activities of provincial state agencies in the period of 2021-2025... The Provincial People's Committee signed a strategic cooperation agreement on digital transformation in Nam Dinh province in the period of 2021-2025, with a vision to 2030, with Vietnam Posts and Telecommunications Group VNPT and Viettel Military Industry and Telecommunications Group... to mobilize intellectual resources and information technology infrastructure of enterprises to support the digital transformation of the province.
The Department of Science and Technology also coordinates with universities and colleges in the province to implement comprehensive digital transformation programs in schools to enhance technological potential and innovation. In particular, the Department of Science and Technology coordinates with the University of Economics and Technology to invest in and build a digital transformation support point with full equipment for research, manufacturing, testing equipment and organizing scientific seminars. At this digital transformation support point, many projects on scientific and technological development and student startups have been completed, helping students have the opportunity to conduct in-depth research in the fields they pursue and apply the knowledge they have learned to develop products serving daily life and socio-economic development. This is also a space for students from secondary and high schools in and outside the province to visit and learn about innovation, to inspire them with ideas for scientific research and entrepreneurship, affirming the role of the school not only as a place to train human resources but also as an environment for research, innovation, and dissemination of knowledge in the development of science and technology, innovation and digital transformation.
The Department of Science and Technology also organizes events to promote innovative start-up activities and investment connections; connecting with components in the national and international innovative start-up ecosystem to support the province's innovative start-up ecosystem activities. Accordingly, the Department of Science and Technology of Nam Dinh province has signed a memorandum of understanding with the Department of Science and Technology Market and Enterprise Development (Ministry of Science and Technology); Business Forum Magazine; Hanoi University of Science and Technology Innovative Start-up Investment Fund; Nam Dinh Provincial Youth Union; Nam Dinh Young Entrepreneurs Association; Vietinbank Bac Nam Dinh; University of Economics and Technology; Memorandum of Understanding with the Southeast Asia Influence Alliance... to serve the goal of supporting and promoting the development of the Nam Dinh province's innovative start-up ecosystem. Particularly in the plan for the development of science and technology, innovation and digital transformation by 2025, the province strives to establish a branch training high-tech human resources of a prestigious domestic university in the province to focus on developing human resources in basic sciences, engineering and high technology, strategic technologies (semiconductors, artificial intelligence, big data, etc.).
In addition to the achieved results, the "3-house" linkage in the development of science and technology, innovation and digital transformation in the province still has many limitations and requires more active participation of schools in investing in equipment; training and standardizing staff and lecturers in schools to become scientists directly participating in orientation activities, practicing research at innovation support points; encouraging and supporting students in researching and developing science and technology, innovation and entrepreneurship. Enterprises participate more deeply in supporting the testing of research results; contributing solutions to commercialize scientific products right from the research stage so that the products can gain a foothold in the market as soon as they are launched. The Department of Science and Technology continues to promote propaganda to mobilize the participation of schools, businesses and international organizations to support research and application of science and technology. Innovation and digital transformation. At the same time, it is the focal point for resolving difficulties related to legal issues regarding intellectual property rights and the use of public assets in the process of transferring research results and intellectual property of products after research and manufacturing.
