Flexible, proactive, strengthening people's security posture from the grassroots

After implementing the policy of no longer having district-level police, the commune-level police force has become an important frontline in ensuring security and order at the grassroots level. The reality after 3 months of operating under the 2-level local police model in Quang Ninh shows that the proactiveness and flexibility in organizing the force, the high sense of responsibility of officers and soldiers, and the synchronous coordination with the government have created positive changes, strengthening the trust of the masses.

Proactive and effective steps from the grassroots

Bai Chay Ward Police (Ha Long City) patrol, control and ensure urban order in Cai Dam market area.

As the capital of the province, Ha Long City focuses on strong economic development, tourism and a dense population. The rapid urbanization rate leads to large population movements, especially during holidays and large-scale cultural and sporting events held in the province. Therefore, ensuring security and order places very high demands on the grassroots police force. In response to the new requirements, Bai Chay Ward Police has proactively reorganized its apparatus in accordance with the direction and instructions of the Ministry of Public Security and the Provincial Police.

Major Tran Vu Ha, Deputy Head of Bai Chay Ward Police, said: "As soon as the model of no longer having district-level police was implemented, the unit rebuilt the entire personnel organization plan. The ward police were reinforced with additional forces from the previous professional teams of Ha Long City Police, and officers were arranged into 5 specialized working groups for different professional areas. Each officer was assigned work appropriate to his/her capacity and expertise, maximizing the effectiveness of the new model."

It is worth noting that, along with the streamlining of the intermediate apparatus, the grassroots police force has been significantly strengthened in terms of staffing. Particularly, Bai Chay Ward Police, from the previous number of 18 officers, has now been assigned 34 officers, contributing to improving the quality of work in the key area of ​​tourism and economy .

Thanks to that, the implementation of tasks is carried out more flexibly and effectively, reducing the pressure on officers and soldiers when they have to take on too many tasks and many areas of work. The local police have more time to closely follow the area, grasp the situation of the population, and quickly handle violations and conflicts that arise. Many cases related to urban order, illegal parking, tourism security, etc. have been handled promptly and in accordance with regulations. For example, in the case of Mr. Nguyen Van C (Hanoi), who parked his car in the wrong place, after signing the penalty notice, he was explained and reminded about following the regulations when participating in road traffic. Mr. C said: "I parked my car at Cai Dam market (Bai Chay ward) to buy seafood, only intending to go in for a bit and then go out, and did not notice that I parked in the right place around the bend. This will be a lesson for me to remember and pay more attention in the future."

“The important thing is not only to handle it right away, but also to do a good job of prevention. We have a strong enough force at the grassroots level, so any conflicts and risks that arise are detected early. This contributes to maintaining security and order early and from afar,” Major Ha emphasized.

Strengthening people's security posture from the grassroots

Ba Che town police remind people to protect their property and vehicles to prevent theft.

Not only in big cities like Ha Long, in mountainous areas, remote areas, the transfer of officers from professional teams to commune-level police also shows clear effectiveness. With the motto "prevention is the main thing", the commune and town police force not only does a good job of patrolling and controlling but also actively advises the Party Committee and People's Committee at the commune level to coordinate with residential groups and grassroots security forces to propagate the law and raise people's vigilance.

In Ba Che town (Ba Che district), Lieutenant Colonel Pham Thanh Hai, Chief of the town police, affirmed: "Although there is no longer a district-level force, thanks to the reinforcement of professional forces from the district and province, especially the provincial police departments also arranged working groups in each area, we have effectively implemented measures to maintain security and order. The goal is to stick to the area, stick to each neighborhood, each household, thereby detecting and preventing violations from the beginning."

Recently, Ba Che Town Police have solved many cases of law violations, including gambling under the guise of playing billiards for money. Notably, when a robbery occurred at a local restaurant, within 24 hours, the town police force arrested the suspect, recovered the property and returned it to the people, thus receiving high appreciation from the government and the people.

Mr. Nguyen Van Hong, Zone 1, Ba Che Town, shared: “Since the reorganization of the local police model, I have seen that the town police operate much more effectively. Night patrols are maintained regularly, many cases are detected and handled quickly. We, the people, feel extremely secure.”

Transferring tasks from the former district-level police to the commune-level police is a strong step in the process of reforming the police apparatus towards streamlining, efficiency, and better serving the people. Initial results show that the commune-level police force has quickly grasped and carried out its tasks in the new situation, even promoting its role as the frontline in maintaining security and order, firmly consolidating the people's security posture at the grassroots level.
