Speeding up the progress of 5 component projects of the North-South Expressway in the East
Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Construction and relevant localities to focus on removing obstacles and speeding up the progress of five component projects of the Eastern North-South Expressway, aiming to complete more than 3,000km of expressway by 2025.
Of these, 3 projects have been opened to traffic, including: Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, Bung – Van Ninh; the remaining two projects, Vung Ang – Bung and Van Ninh – Cam Lo, will be opened to traffic before June 30, 2025.
The People's Committees of Quang Binh and Quang Tri provinces are required to hand over the entire site before June 20, while investors and contractors must work in 3 shifts to ensure progress, quality and technical procedures. The Ministry of Construction is responsible for closely monitoring and promptly reporting to the Government Standing Committee to ensure the overall progress of key projects.
Hanoi adjusts planning for 47,000 m² of land in Bac Co Nhue - Chem
Hanoi has just approved local adjustments to the detailed planning for two plots of land K4/CQ2 and K7/CQ3 in the Bac Co Nhue – Chem area (Bac Tu Liem district), with a total area of about 47,366 m². The adjustment aims to specify the land use function according to the urban subdivision planning orientation H2-1, serving the construction of training facilities, technical infrastructure and modern urban landscapes.
The planned projects include lecture halls, libraries, dormitories, multi-purpose sports halls, etc., ensuring architectural standards, fire prevention and fighting, environmental sanitation, energy saving and urban aesthetics.

The project covers an area of nearly 114 hectares, oriented to develop into an industrial park specializing in the production and assembly of electronics, computers and optical products, with an operating period of 50 years. Expected to be completed within 24 months from the date of land allocation, the project will synchronously build technical infrastructure, housing and welfare facilities for workers. The Provincial People's Committee assigned competent agencies to strictly monitor the progress of capital contribution, land use, attracting secondary investment and strictly implementing regulations on rice-growing land.

The Hanoi People's Committee has approved the results of selecting investors to implement Component Project 3 - building a highway under the PPP method, BOT contract under the Ring Road 4 Project - Capital Region. The consortium CITYLAND - SUNFLOWER - VEC - HORIZON is the only investor to submit documents and win the bid, with a total proposed investment of VND 56,050 billion, including more than VND 23,800 billion of state capital and more than VND 32,100 billion of investor capital.

The project is more than 113 km long, invested according to the standards of class A expressway, designed speed of 100 km/h, the first phase will build 4 lanes and then expand to 6 lanes. It is expected to be basically completed in 2026, put into operation from 2027, the toll collection period to recover capital is about 21.36 years. Hanoi assigned the Traffic Project Management Board to preside over contract negotiations, review the contents of progress, financial plan, interest rate, traffic regulation... to ensure compliance with legal regulations on PPP investment.
More clarity on PPP investment opportunities for Nha Trang - Da Lat expressway with capital of 25,058 billion VND
The Ministry of Finance has just commented on the proposal to invest in the Nha Trang – Da Lat expressway under the PPP form with a total capital of about VND25,058 billion, of which 70% is state capital. The 80.8 km long route, passing through Khanh Hoa and Lam Dong, is planned to have 4 lanes, 22-24.75 m wide, running parallel to National Highway 27C. The project has a payback period of 23 years and 7 months, which is considered feasible to attract private investment.
However, the Ministry of Finance noted that the competent authority has not yet been identified, the pre-feasibility report has not yet been prepared, and the source of funding is unclear. Therefore, it is recommended that localities and the Ministry of Construction promptly identify the competent authority, complete procedures, and calculate the increase in local budget capital to ensure feasibility. The project is expected to start construction in the 2026-2028 period, creating momentum for the development of the Central Highlands - South Central Coast region before 2030.
Investing 29,655 billion VND to build Phu Yen - Dak Lak expressway under PPP method
The People's Committees of Phu Yen and Dak Lak provinces have just proposed to the Prime Minister to allow investment in the 122 km Phu Yen - Dak Lak expressway under the PPP form, BOT contract, with a total investment of about 29,655 billion VND. The route has a starting point connecting the North - South expressway in the East, the end point intersecting National Highway 14, a complete 4-lane scale, a design speed of 100 km/h, and a roadbed width of 24.75 m.
This is a strategic traffic axis connecting East - West, connecting sea - forest, opening up new development space for the Central Highlands and Central Coast. The two localities proposed to prepare for investment in the period 2025-2026, construction from 2026-2029, and at the same time proposed to allocate central capital in the medium-term public investment plan 2026-2030. The early implementation of the project is urgent in the context of the merger of the two provinces and the need to develop inter-regional infrastructure to serve the economy, national defense and security.
Ho Chi Minh City plans to completely handle 571 pending investment projects.
The Ho Chi Minh City People's Committee has just issued Plan No. 4409 to remove obstacles and completely handle 571 pending investment projects in the area. Of these, 541 projects are under the authority of the City, 30 projects are under the authority of the Central Government.
The city aims to handle 100% of projects under local authority and over 50% of projects under central authority by 2025. According to Resolution 01/2025/NQ-CP, the Government has delegated to Kien Giang province full authority to approve and adjust investment policies, assess environmental impacts, appraise and accept fire prevention and fighting for the expansion project. The project is implemented in the form of business investment, consistent with the nature of a civil-military airport. The transfer does not apply to assets managed by ACV located on national defense land.
Commencement of construction of Ring Road 4 project, Ho Chi Minh City section through Binh Duong

Phase 1 will invest in 4 full expressway lanes, with emergency lanes, the section from VSIP 2A to My Phuoc 3 will be invested synchronously with 10 lanes. The project also includes interchanges and parallel roads to ensure connectivity and technical standards. When completed, the route will connect with Ring Road 3 and Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, playing a strategic role in transportation, urban development and the key economic zone of the South.
Deputy Prime Minister Mai Van Chinh affirmed that decentralization of project implementation to localities has helped shorten procedures. He also asked Ho Chi Minh City, Dong Nai, and Tay Ninh to speed up investment preparations to start construction of the remaining sections in early 2026. On the same day, Binh Duong inaugurated DT 743, 746, and 747B routes - important inter-regional traffic routes.
Striving to complete the Thu Bien - Saigon River expressway section by 2027

The project is 47.8 km long through Binh Duong province, with a scale of 4 lanes, an emergency lane, and a design speed of 100 km/h. The consortium of investors includes Becamex IDC, Becamex IJC and Deo Ca Group.

The Deputy Prime Minister requested the parties to coordinate, remove obstacles, clear the land and ensure the completion of the project by 2027. The upgrade is to accommodate large aircraft such as the Boeing 787 and Airbus A350, serving international and intercontinental flights. Sun Group approved to invest in Phu Quoc International Airport expansion project
The People's Committee of Kien Giang province has just approved the Sun Airport Joint Stock Company (Sun Group) as the investor of the Phu Quoc International Airport Expansion Project, with a total capital of nearly VND22,000 billion, divided into two phases from 2025-2030. The project is implemented in the form of business investment, aiming to serve the APEC 2027 Conference and position Phu Quoc as an international center for tourism, ecology, finance and innovation.

The airport will be upgraded to ICAO 4E standards, capable of receiving wide-body aircraft such as Boeing 787, Airbus A350, increasing capacity to 20 million passengers/year. Gia Lai announces the planning of Le Thanh International Border Gate Economic Zone
On June 19, the Gia Lai Provincial People's Committee announced the Master Plan for the construction of the Le Thanh International Border Gate Economic Zone by 2045, with a total area of over 415 km² including Chu Ty town and border communes in Duc Co district. Kon Tum adjusts scale and progress of Tan Tan Nhat Wind Power Plant Project
Kon Tum Provincial People's Committee has just approved the adjustment of the investment policy of Tan Tan Nhat - Dak Glei Wind Power Plant Project invested by Tan Tan Nhat Joint Stock Company. The project has a designed capacity of 50 MW, including 18 wind turbines, with an expected electricity output of nearly 124 million kWh/year. The 110kV connection line is 19.6 km long and connects to Bo Y transformer station.
The project will be implemented in Dak Glei and Ngoc Hoi districts, with the implementation period lasting until the end of 2025, and commercial operation from the end of 2025. The province requires investors to comply with the schedule, comply with regulations on investment, land, environment, security and order, and promptly complete related legal procedures to sign a power purchase contract with EVN. Relevant departments and branches are assigned to guide, monitor, and urge investors to ensure progress; if there is a delay, it will be handled according to regulations. This is a key renewable energy project, contributing to socio-economic development and ensuring energy security in the locality.
Quang Ninh disburses over 5,400 billion VND of public investment capital
Quang Ninh province aims to disburse over VND5,400 billion in public investment capital in the first 6 months of 2025, equivalent to about 50% of the annual plan. Since the beginning of the year, the province has focused on removing obstacles in site clearance and exploitation of landfill materials to speed up the construction progress of key projects. By the end of May, the province had disbursed over VND2,620 billion, reaching 22% of the plan - higher than the same period in 2024. Quang Ninh is urgently preparing to invest in 28 new projects and completing procedures to exploit 14 large landfill areas. In the face of the arrangement of commune-level administrative units from July 1, 2025, the province requires no interruption in capital disbursement and strives to achieve 100% of the annual plan. In the context of declining FDI capital flows, the province has stepped up domestic investment promotion, attracting over VND12,500 billion in non-budgetary domestic capital after 5 months, up 47.5% over the same period. With a total expected public investment capital of VND13,400 billion this year, Quang Ninh continues to hold its position in the top 10 localities with the highest capital plans in the country.
New direction of Government leaders on expanding Hanoi - Thai Nguyen expressway
Deputy Prime Minister Tran Hong Ha has just assigned the Ministry of Construction to preside over and coordinate with the People's Committee of Thai Nguyen province and relevant parties to agree on an investment plan to expand the CT.07 expressway from Hanoi to Thai Nguyen under the PPP form, and submit it to the Prime Minister before June 25, 2025. According to the plan, this section is part of the 227km expressway axis from Hanoi to Thai Nguyen, Bac Kan, Cao Bang with a scale of 4-6 lanes. Currently, the route only has 2-4 lanes, so upgrading is necessary. The Ministry of Construction proposed to assign the People's Committee of Thai Nguyen province as the competent authority to implement the project. Phuong Thanh Company proposed 2 investment options: one option only upgrades the 63.76km Hanoi - Thai Nguyen section, with a total capital of 6,790 billion VND; the other option extends to Cho Moi, with a total capital of nearly 16,800 billion VND, divided into two phases and has proposed capital support from the State of more than 5,360 billion VND. The route expansion will contribute to completing strategic infrastructure, promoting the development of connectivity in the northern midland and mountainous region.
