According to the Secretary of the Ho Chi Minh City Party Committee, the effectiveness of digital transformation at this time is very clear: creating synchronous, fast and effective connectivity. This is an extremely important, urgent and necessary factor to meet the requirements of organizational arrangement and streamlining the political system.
That requires close coordination between technology infrastructure, data, people, policies, along with the active participation of people and businesses.

The Secretary of the Ho Chi Minh City Party Committee affirmed that prioritizing data synchronization and connectivity and improving management and operational capacity is the key to achieving the goal of streamlining and organizing a streamlined, strong, efficient, effective and efficient apparatus to better serve people and businesses.

There are many issues in the implementation process that require immediate action, cannot wait for perfection, but still must ensure a high level of safety in implementation. That is the spirit that Ho Chi Minh City has been implementing.

Ensuring smooth connection to 168 wards, communes and new special zones
Recently, the Standing Committees of the Party Committees of Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong have directed the 3 Offices of the Provincial Party Committee and the City Party Committee to coordinate with the Central Post Office and relevant agencies to install security equipment of the Cipher industry, establish a transmission channel to connect the Party's Wide Area Information Network to the Party Committees of communes, wards and new special zones in Ho Chi Minh City.
To date, localities have completed the installation of security equipment and tested smooth connections to the planned headquarters of 168/168 Party Committees of wards, communes, and new special zones.

To ensure that the deployment of the Operational Information System software to the commune level is continuous and uninterrupted when new commune-level units come into operation, the Standing Committee of the Ho Chi Minh City Party Committee has assigned the Ho Chi Minh City Party Committee Office to coordinate with the Office of the Ba Ria - Vung Tau Provincial Party Committee and the Office of the Binh Duong Provincial Party Committee to develop a list of electronic identification codes of 168 new Party Committees of wards, communes, and special zones.
This is to ensure that when new wards, communes, and special zones come into operation, they can send and receive electronic documents with Party agencies through software and government agencies through the National Document Interconnection Axis.

In addition, the Ho Chi Minh City Party Committee Office coordinated with the Ho Chi Minh City Department of Science and Technology and the Ho Chi Minh City Digital Transformation Center to deploy and complete the city's private transmission network system (Metro net), and an online video conferencing system for all government agencies and Party agencies in 168 wards, communes, special zones and specialized agencies under the new Ho Chi Minh City People's Committee.
Plan No. 02 is implemented in two phases. In which, the urgent phase (until June 30, 2025): Focus on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025. Avoid interruptions and congestion in handling administrative procedures, affecting the normal operations of people and businesses.
Breakthrough phase (by December 31, 2025): Fundamentally overcome inherent shortcomings and weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.
The plan also clearly identifies specific objectives for each phase. From July 1, 2025 to the end of 2025, the provision of online public services on the National Public Service Portal for all administrative procedures eligible for provision of online public services in full or in part will be implemented in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level.
In particular, ensuring the maintenance and effective provision of 25 integrated online public services on the National Public Service Portal to serve people and businesses; providing 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province; providing online public services for 1,139 administrative procedures with record components replaced by data, reducing paperwork and costs...
