Ho Chi Minh City reports progress on waste classification at source

According to the draft project on classifying solid waste at source, from now until December 31, 2025, Ho Chi Minh City will focus on piloting the classification of solid waste at source into 3 types according to the Law on Environmental Protection for the group of waste source owners who generate a lot of food waste.

On June 23, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document to send to the Ministry of Agriculture and Environment (MARD) to report on the implementation results of the Program to strengthen environmental protection, food safety and rural clean water supply in new rural construction in Ho Chi Minh City in the period of 2021 - 2025.

According to the report, currently, the management of solid waste is decentralized and authorized by the People's Committee of Ho Chi Minh City to the People's Committees of districts to proactively implement, ensure the quality of hygiene and quality of service provision in the management area. The Department of Agriculture and Environment plays the role of supervising, supporting and guiding localities in the implementation process.

Regarding waste classification at source, Ho Chi Minh City classifies solid waste at source into two main groups (recyclable waste and remaining waste). The Department of Agriculture and Environment has completed the technical guidelines for classifying domestic solid waste at source and sent them to units for implementation; Instructing the People's Committees of districts, towns, and Thu Duc City on items using funds for classifying solid waste at source.

However, in accordance with the Law on Environmental Protection 2020, the Department of Agriculture and Environment advised the Ho Chi Minh City People's Committee to issue Decision 63/2024/QD-UBND on the management of domestic solid waste in the city (which classifies domestic solid waste into 03 groups); At the same time, advised the Ho Chi Minh City People's Committee to report to the Party Committee of the Ho Chi Minh City People's Committee to submit to the Standing Committee of the City Party Committee for consideration of the draft Project on classifying solid waste at source.

According to the draft project, from now until December 31, 2025, Ho Chi Minh City will focus on piloting the classification of solid waste at source into 3 types according to the Law on Environmental Protection for the group of subjects who are waste source owners that generate a lot of food waste; For the remaining groups, the classification of solid waste at source into 2 types will continue as previously implemented.

Regarding collection and transportation, recyclable waste is sold to individuals/organizations that purchase scrap/scrap or to garbage collectors. The remaining waste is collected by the District Public Service Company Limited, Cooperatives or private companies, then transported to meeting points or transfer stations in the districts for transport to the city's centralized treatment areas. The People's Committees of the districts manage the collection, transportation of domestic solid waste and sanitation quality in the area.

In addition, in Can Gio district, there are 2 projects related to investment in incinerators, including the Thanh An Commune Domestic Waste Incinerator Project with a scale of 5 tons/day, which has been approved by the Ho Chi Minh City People's Committee and is being implemented by the Can Gio District Investment and Construction Project Management Board. The An Thoi Dong Commune Domestic Waste Incinerator Project to treat domestic waste for 6 communes and towns is in the process of making recommendations and proposals related to investment.
