Roadmap for arranging and organizing local government at 2 levels in Dak Nong province

On April 15, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee signed and issued Plan No. 234/KH-UBND on implementing the arrangement of administrative units (ADUs) and building a 2-level local government organization model in Dak Nong province.

The plan requires the organization to thoroughly grasp and seriously and effectively implement the conclusions, official dispatches and resolutions of the Central Committee in order to create unity in the awareness and actions of cadres, civil servants, public employees and workers in agencies, organizations, units and local authorities at all levels; to create consensus and support from the people and public opinion.

Quang Truc is one of the commune-level administrative units of Tuy Duc district.

The plan requires clearly defining the roadmap and tasks to be performed at each point in time, ensuring that they are consistent with reality in order to successfully implement the goals, requirements, tasks, and solutions in the directive documents of the Central and the province. Clearly assign tasks, responsibilities, and coordination among relevant departments, branches, People's Committees of districts, cities, and relevant agencies in directing and organizing implementation.

Regarding the arrangement of administrative units at the provincial and communal levels, the plan requires clear time, presiding agency, and coordination for implementation. Specifically, before April 15, 2025, complete the provision of information and data to serve the development of a draft project to arrange provincial administrative units and send it to the Lam Dong Provincial People's Committee; develop a plan and draft project to arrange commune-level administrative units.

Before April 16, 2025, submit to the Provincial People's Committee to report to the Provincial Party Committee to submit to the Provincial Party Standing Committee and the Provincial Party Standing Committee for consideration and comment on the plan to arrange administrative units at the commune level; issue a plan to organize the collection of opinions from voters representing households in the province.

From April 19 to 20, 2025, complete the organization of collecting opinions from agencies, units and voters representing households in the province on the policy of arranging administrative units at the provincial and commune levels. By April 21, 2025 at the latest, summarize the results of collecting voters' opinions on the policy of arranging administrative units at the provincial and commune levels.

After completing the consultation with voters, the People's Committees at all levels shall submit to the People's Councils at the same level for consideration and promulgation of resolutions approving the policy of arranging administrative units at the provincial and communal levels. Specifically, before April 22, 2025, the People's Councils at the communal level shall approve the policy of arranging administrative units at the provincial and communal levels. The People's Councils at the district level shall approve the policy of arranging administrative units at the provincial and communal levels before April 23, 2025.

No later than April 25, 2025, submit to the Provincial People's Committee to report to the Provincial Party Committee to submit to the Provincial Party Standing Committee and the Provincial Party Standing Committee for consideration and comments on the policy of arranging provincial-level administrative units, draft project on arranging commune-level administrative units; at the same time, submit to the Provincial People's Council for approval of the policy of arranging provincial-level and commune-level administrative units.

On April 29, complete the dossier and project on arranging provincial-level administrative units and send it to Lam Dong Provincial People's Committee; complete the dossier and project on arranging commune-level administrative units and submit it to the Provincial People's Committee for submission to the Government.

On April 30, 2025, the Ministry of Home Affairs and the Government will submit documents and plans for arranging communal-level administrative units.
