* According to the content of the report of the Ministry of Home Affairs, the People's Committees of 23 provinces and centrally-run cities (where the political and administrative centers of the new provincial-level administrative units are selected) have recently chaired and coordinated with relevant localities to develop 23 project dossiers to rearrange 52 provincial-level administrative units.
The Ministry of Home Affairs has appraised 23 project dossiers above and synthesized and built into a Government project on the arrangement of provincial-level administrative units in 2025.
The Government's draft project identifies that 52 provincial-level administrative units will be reorganized and 11 provincial-level administrative units will not be reorganized (Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang).
Regarding the arrangement plan, there are 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units.
After the arrangement, the whole country has 34 provincial-level administrative units including 6 centrally-run cities (Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City) and 28 provinces (including: Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, An Giang).
Also according to the Ministry of Home Affairs, the organization of public opinion collection and approval by People's Councils at all levels showed a high consensus rate, the national average was 96.19% and 100% of People's Councils at provincial, district and communal levels of 52 provinces and cities voted in favor of the policy of rearranging provincial administrative units of their localities.
Regarding the number of commune-level administrative units after the rearrangement, compiled from the Project documents of localities, it is expected that after the rearrangement, the whole country will reduce 6,714 units (reduced by 66.91%, ensuring the reduction rate according to the Central regulations of 60%-70%, from 10,035 commune-level administrative units to 3,321 commune-level administrative units).
The number of commune-level administrative units that are not reorganized (remain unchanged) is 128 units in 36 provinces and cities; of which there are 28 units with isolated locations in 15 provinces and cities.
The Ministry of Home Affairs said that, in general, the average reduction of 66.91% in the number of commune-level administrative units nationwide is consistent with the policy of the Central Executive Committee and the practical conditions of localities. This reduction basically meets the requirements of building commune-level governments close to the people to better serve the people.
