According to the Department of Agriculture and Environment, currently the bidding, ordering of collection, transportation and prices for solid waste collection services in the city have been decentralized to the district-level People's Committees. In the coming time, this work will have many changes when implementing the rearrangement of the 2-level local government model.
Accordingly, after the reorganization, the People's Committee at the commune level will be responsible for "providing essential public services to serve the people such as water supply, wastewater treatment, waste, environmental sanitation, fire prevention and fighting in the area". However, when the District People's Committee stops operating, there must be a focal unit to receive and continue to perform the role of the investor currently being performed by the District People's Committee. Therefore, the Department of Agriculture and Environment recommends that the Ho Chi Minh City People's Committee temporarily assign this task to the Management Board of the City Waste Treatment Complex or another unit designated by the Ho Chi Minh City People's Committee.
At the same time, the Department of Natural Resources and Environment proposed that the Ho Chi Minh City People's Committee approve the policy of extending the implementation period of the bidding packages for collection, transportation and operation of solid waste transfer stations that have expired from April 2024 onwards.
Approve the policy for the People's Committees of Go Vap and District 11 or the People's Committees at the commune level (after rearrangement) to continue operating the two Quang Trung transfer stations and the Tong Van Tran transfer station until the work of rearranging and organizing the two-level local government apparatus in the area is completed.
Approve the policy of subsidizing the cost of solid waste transportation in the city according to the principle of only considering subsidizing the cost of collection and transportation in localities from the time the locality has issued the unit price for collection and transportation according to the direction of the Ho Chi Minh City People's Committee...
