Completing the pre-feasibility study report of the Elevated Road Project along National Highway 51 in May 2025

At the meeting, the representative of the consulting unit presented the investment plan for the Elevated Road Project along National Highway 51.

Accordingly, the project scope is from Vung Tau intersection to Gate 11 intersection with a total route length of about 5.5 km, the length of the overpass is more than 4.6 km. For Vung Tau intersection, the consulting unit proposed to build in the form of a turbine node with direct left turns, 1 right turn towards Dong Nai bridge to Gate 11, a direct underpass towards National Highway 51 to An Hao bridge and a direct overpass towards Dong Nai bridge - National Highway 1.

For Gate 11 intersection, the investor proposes a roundabout with a flyover directly through Gate 11 combined with a roundabout, building 2 direct branches to connect to National Highway 51 (towards Ba Ria - Vung Tau province). The elevated road section along National Highway 51 from Vung Tau intersection to Gate 11 will be invested in construction with the scale of a 6-lane urban expressway.

With the plan to connect with Huong Lo 2 and Bien Hoa - Vung Tau Expressway, implementing the direction of the Provincial People's Committee, the investor proposed the project and the consulting unit studied the options and proposed a suitable option.

Specifically, for the intersection connecting to Huong Lo 2, the consulting unit recommends not connecting to the elevated road along National Highway 51. In case Dong Nai province decides on the connection plan with the elevated road, it recommends choosing the option of building 4 up and down bridges parallel to the urban expressway on National Highway 51, each bridge is 7 m wide and 360 m long.

The consultant also proposed to implement this option in phase 2 of the project. With the option to connect to the Bien Hoa - Vung Tau expressway, the proposed option is a level connection.

With the proposed plan, it is expected that the total investment of the project will be nearly 12 trillion VND, of which the state capital participating in the project is 20%, mainly for site clearance.

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Tan Duc requested the investor to propose the project and the consulting unit to receive comments to complete the project's pre-feasibility study report. During the week, the project's pre-feasibility study report must be sent to the Provincial People's Committee so that the Provincial People's Committee can report and ask for comments from the Provincial Party Standing Committee and the Provincial Party Standing Committee.

The Vung Tau crossroads and Gate 11 are highlights of Bien Hoa city in particular and Dong Nai province in general. The Chairman of the Provincial People's Committee requested that the consulting unit and the investor proposing the project must study the plan to ensure technical and aesthetic qualities.

The Chairman of the Provincial People's Committee also requested to study and implement the connection plan with Huong Lo 2 right in phase 1 of the project. At the same time, the Department of Finance was assigned to study and report to the Provincial People's Committee on the public investment capital involved in the project.
