In this announcement, Prime Minister Pham Minh Chinh continued to affirm that the goals of completing projects in 2025 remain unchanged (resolutely no capital increase, no negativity, no extension of implementation time...).

The important political task must be completed: the whole country will have 3,000 km of expressway by 2025; basically complete Long Thanh International Airport and start the Lao Cai - Hanoi - Hai Phong Railway Project (at 5 locations on December 19, 2025).

The Prime Minister requested high determination, great efforts, drastic actions, focus, and key points; clear assignment of tasks: clear people, clear work, clear time, clear responsibility, clear product, clear authority; turning the impossible into possible, turning difficult into easy, turning aspirational goals into reality.

At the same time, it is necessary to actively innovate thinking, ways of thinking and working, overcome difficulties and unfavorable weather, promote the spirit of "overcoming the sun, winning the rain, not losing to storms", "eating quickly, sleeping urgently", "working through holidays, holidays, New Year's Day; if there is not enough work during the day, work at night"... mobilize all resources, equipment, machinery, apply modern technical solutions to complete expressway projects such as An Huu - Cao Lanh, Ring Road 3 - Ho Chi Minh City, Tuyen Quang - Ha Giang, Bien Hoa - Vung Tau, Dong Dang - Tra Linh, Huu Nghi - Chi Lang... on December 19, 2025.

The Prime Minister also requested some localities, including Dong Nai, to make more efforts and be determined to hand over the remaining land of projects scheduled to be completed in 2025, in May 2025. Along with that, hand over the land of rest stop projects on the Eastern North-South Expressway, to be completed no later than May 20, 2025.
