Removing difficulties for investment projects in the agricultural and forestry production sector

According to the report of the Department of Finance, the unit assigned to synthesize the report, after receiving documents directing implementation and urging from the Provincial People's Committee, with the participation of functional sectors and localities, up to now, 31/53 basic projects have been processed and resolved.

Regarding the remaining problems and difficulties of the project, the leader of the Department of Finance said that there are 3 main groups, including: Related to land procedures, such as the project is in operation but the enterprise has not leased land, completed other land procedures. Enterprises lack financial resources, this is the most difficult problem in solving delayed projects and backlog issues in this field.

According to the leader of the Department of Finance, it is important to have local control sanctions because once a project has been licensed, it is extremely difficult to recover, especially the settlement of assets on land if the enterprise deliberately delays. Mr. Vu Lan cited a series of projects that have been delayed, or even not implemented any further steps in the past 10 years, but recovering and terminating the project is not simple.

Following the opinions of leaders of specialized sectors, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, emphasized: Currently, Lao Cai still has too few investment projects in the agricultural and forestry production sector that are "leading" and create high production values, while the province has many policies and special attention to this sector.

However, there are still production projects (mainly small projects) that need stronger and more drastic intervention from sectors and levels to remove difficulties and obstacles. The Standing Vice Chairman of the Provincial People's Committee pointed out 5 groups of investment projects in the agricultural sector so that sectors and levels can closely follow, give advice and take action to resolve them.

The first group is projects that have completed investment procedures, secured capital, and maintained stable operations; the second group is projects that are in production and business but have problems with legal procedures; the third group is projects that are being implemented but have problems and difficulties; the fourth group is projects that have violated investment deadlines and need to have their projects revoked; the fifth group is projects that are taking investment steps such as requesting policies and completing procedures and need active support from relevant sectors, units, and localities.

Currently, Lao Cai has 84 investment projects in the agricultural and forestry production sector, accounting for about 1.2% of the total number of social investment projects in the area. Through classification in early 2025, 53/84 projects encountered difficulties that needed support, removal, and resolution.
