Mobilizing large resources from land
According to the plan issued by the Provincial People's Committee, in 2025, the province will auction 37 land plots, with a total estimated value according to the land price list of about 21 trillion VND.
Chairman of the Provincial People's Committee Vo Tan Duc said that land auctions not only aim to increase budget revenue, but are also an important solution to unlock social resources, promote urban development, industry, trade - services and logistics infrastructure. In the context that Dong Nai is implementing the target of double-digit economic growth, the successful organization of land auctions is of strategic significance.
Among the 37 plots of land included in this year's plan, many "golden" plots have prime locations and large areas such as: 77-hectare plots and more than 36-hectare plots in Long Duc commune (Long Thanh district), located close to Bien Hoa - Vung Tau expressway and near Long Thanh International Airport; 107-hectare plots at Chua Chan mountain (Xuan Loc district); nearly 60-hectare plots in Bien Hoa 1 Industrial Park are in the process of converting their functions... These plots are expected to attract strong interest from domestic and foreign investors.
In 2025, the province plans to auction 37 land plots mainly in Bien Hoa city and the districts of Long Thanh, Trang Bom, Cam My... The total area of the land plots put up for auction is nearly 850 hectares, with a value according to the land price list of about 21 trillion VND.
However, the auction of many land plots in 2025 also poses many challenges, especially in the preparation of legal documents, site clearance, completion of technical infrastructure and land valuation. To ensure progress, since the beginning of the year, the Provincial People's Committee has organized many meetings and issued documents directing departments, branches and localities to urgently carry out tasks related to land valuation. This includes requiring units to periodically report on implementation results every Monday morning, organize meetings every 2 weeks to promptly remove difficulties, and develop detailed plans for each land plot.
On May 14, the Provincial People's Committee issued a decision to establish a Special Working Group to support the auction work. The group is responsible for assisting the Chairman of the Provincial People's Committee in monitoring and supporting the implementation of auctions of important approved land plots, reviewing potential land plots to add to the plan in the coming time; providing professional guidance to relevant units in the implementation process before, during and after the auction; at the same time, synthesizing and reporting on arising difficulties to promptly advise and propose solutions.
Director of the Provincial Land Fund Development Center Mai Phong Phu said that the unit is presiding over and coordinating with departments, consulting units and People's Committees of districts and cities to complete legal procedures for each land plot. The focus is on updating the land use plan, making detailed plans at a scale of 1/500, determining starting prices, approving auction plans and publicly announcing information. To date, 17 land plots have basically met the conditions for auction, the rest are focusing on completing procedures to organize auctions in time for the year.
Creating a boost for urban and economic development

The DGD is an important solution that contributes to creating a breakthrough foundation in urban, industrial and service development. In particular, in 2025, the province is assigned an economic growth target of over 10%, attracting investment in land with urban, commercial, service and logistics planning will create more jobs, develop infrastructure and spread added value to neighboring areas.
"The province not only expects to increase budget revenue from the project, but also hopes that the projects that win the project will be implemented on schedule and according to the plan to open up new development space, bringing real value to the community" - Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized.
Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Land Fund Development Center and the Special Working Group to support the land auction work to urgently organize the auction for 17 land plots that basically meet the conditions. If the first auction is not successful, it should be quickly reorganized. For 20 land plots that do not meet the conditions, it is necessary to speed up the progress of related procedures such as: land recovery, compensation, resettlement, detailed planning 1/500, investment policy establishment..., to be able to put them up for auction this year.
When working with the Provincial People's Committee in May 2025, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation Vu Hong Van directed that land acquisition is an urgent task, one of the key solutions for the province to achieve the double-digit growth target in 2025 and the following years. In the immediate future, it is necessary to focus on 17 land plots that have basically completed procedures, carefully review each plot, clearly identify the missing work, responsible agencies and auction time. At the same time, continue to review the legal status of the land plots to soon put them up for auction, consider adding more land plots to the land acquisition list in the following years. The Provincial Party Secretary assigned the Chairman of the Provincial People's Committee to directly direct, monitor and urge the implementation of land acquisition work.
The strong direction from the head of the Provincial Party Committee clearly shows the determination of the provincial leaders in promoting urbanization work, mobilizing investment resources for real estate, infrastructure and industrial projects, thereby creating a strong push for urban and economic development of Dong Nai.
