Target to streamline staff in 5 years
The 2025-2030 period is identified as a key time in the process of streamlining the payroll associated with reorganizing the apparatus and improving the quality of the staff, civil servants and public employees nationwide. The streamlining roadmap not only sets specific quantitative targets, but also requires ensuring the operational efficiency of the political system and administrative apparatus at all levels.
According to Conclusion No. 40-KL/TW of the Politburo , the entire political system needs to streamline at least 5% of the civil servant payroll and 10% of the public employee payroll receiving salaries from the state budget in the period of 2021-2026. Particularly for localities implementing the merger of provincial, district and commune administrative units, the streamlining rate may be higher, with the goal of striving to reduce at least 20% of civil servants and public employees receiving salaries from the budget after restructuring the apparatus.
The Government's report No. 486/TTr-CP dated June 9, 2025 sent to the National Assembly also stated that after the arrangement, the total number of provincial-level cadres, civil servants and public employees will not exceed the current number, and at the same time, streamlining will be implemented within 5 years to ensure staff arrangement in accordance with regulations and meet task requirements in the new situation.
At the commune level, after the merger, the number of staff will be kept the same for now to stabilize the organization. However, localities will have to review and evaluate the staff, thereby streamlining those who are not qualified or do not meet job requirements, to ensure that by the end of 2030, the restructuring and improvement of the quality of human resources at the grassroots level will be basically completed.
Overall, the next 5-year roadmap aims for a streamlined, effective and efficient administrative apparatus; ensuring both reasonable staff reductions and no disruption to the operations of state agencies, while creating conditions to build a team of cadres, civil servants and public employees with sufficient capacity and qualities to better serve the people and businesses.
Streamlined Object
The newly issued Decree No. 154/2025 clearly stipulates the cases of cadres, civil servants, public employees and people receiving salaries from the budget that will be subject to staff streamlining in the next 5 years.
The first are those who are redundant due to organizational restructuring or administrative unit rearrangement, such as merging villages, residential groups, commune-level agencies or public service units. This group accounts for a large proportion in the streamlining roadmap in the coming period.
Second, people with weak professional capacity, who fail to complete their tasks for two consecutive years, or who fail to complete their tasks for one year but are disciplined, have been assigned suitable work but still do not meet the requirements.
Third, cadres, civil servants and public employees who are in poor health and do not meet the requirements for long-term work have been assigned to suitable jobs but do not ensure work efficiency.
Fourth, people who voluntarily quit their jobs and are eligible for the downsizing policy according to regulations.
Fifth, the case of redundant non-professional cadres at the commune, village and residential group levels due to the rearrangement of the grassroots political system.
This is one of the most affected groups, with hundreds of thousands of people likely to be laid off from 2025. According to statistics from the Ministry of Home Affairs, by the end of 2021, the country had 90,508 villages and residential groups, including 69,500 villages and 20,900 residential groups. The total number of people working part-time in these units is about 297,800, equivalent to an average of 3.3 people per village and residential group.
The identification of downsizing targets must be done publicly and transparently, based on the assessment of capacity, work efficiency and in accordance with organizational requirements. Units must not take advantage of the downsizing policy to eliminate those who have opposing opinions, fight to protect the right or for personal reasons.
