A separate path on the path of economic diplomacy

BPO - After 12 years of implementing economic diplomacy (EDI) according to Directive No. 41-CT/TW of the Secretariat (10th tenure), Binh Phuoc has raised both its potential and position. Continuing to develop EDI to a new height, at the end of 2022, Binh Phuoc Provincial Party Committee issued Plan No. 123-KH/TU to implement Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat (13th tenure) on EDI work. Although the province was re-established from a low starting point, thanks to knowing how to promote the advantages of EDI, based on advantages and characteristics, the EDI path of the province has created a separate path... Moreover, EDI is also a policy that effectively supports the successful implementation of the Resolution of the 11th Provincial Party Congress.

Lesson 1:
FLEXIBLE ADAPTION

The 11th term of the Binh Phuoc Provincial Party Congress has come halfway. This is a particularly difficult term when the whole world is stagnant due to the Covid-19 pandemic. The province's economic development activities have also been significantly affected. However, by quickly adapting and being flexible in management with many appropriate solutions, economic development in Binh Phuoc is still a bright spot, contributing significantly to the implementation of the "dual goal": both ensuring disease prevention and control and maintaining sustainable economic development. Through economic development, the image of Binh Phuoc is also strongly promoted with the aspiration to rise to wealth and prosperity.

Appropriate decision

NGKT is understood as promoting diplomatic activities for the purpose of cooperation and economic development. NGKT includes: providing economic information, supporting businesses in finding capital sources, customers, partners, markets; acting as a bridge for international meetings and negotiations... This is an activity that plays an important role, contributing positively to the process of development and international economic integration in general and Binh Phuoc in particular. This is also an important task to implement the Resolution of the 11th Provincial Party Congress, promoting NGKT in depth according to Directive No. 15-CT/TW and Plan No. 123-KH/TU for the period 2022-2025, with a strategic vision to 2030.

According to the Resolution of the Provincial Party Congress for the 2020-2025 term, Binh Phuoc continues to have preferential policies to support businesses with a list of 80 projects calling for investment, with a total capital of more than 2 billion USD. The projects mainly focus on developing processing and manufacturing industries; supporting industries; high-tech agriculture and logistics services... Provincial leaders always maintain a consistent viewpoint: Prioritizing the development of modern and synchronous infrastructure, an open investment environment, and attractive policies; at the same time, committing to stand side by side, creating the most favorable conditions for businesses to operate in production, business, and handle investment procedures, focusing on social security for workers...

During the complicated development of the Covid-19 pandemic, the Provincial People's Committee has proactively developed scenarios for socio-economic management. In particular, focusing on removing bottlenecks in site clearance, investment procedures, increasing online bidding... The province also organized meetings with each type of enterprise and established a Rapid Response Team headed by Chairman of the Provincial People's Committee Tran Tue Hien to remove difficulties for enterprises.

To recover the economy after the Covid-19 pandemic, on January 17, 2023, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Huynh Thi Hang signed and issued Resolution No. 01/NQ-HDND approving the provincial planning for the 2021-2030 period, with a vision to 2050. In the next two years, Binh Phuoc strives to basically become a fast-growing and sustainable industrial province with a fairly large economic scale based on a synchronous "hard and soft" infrastructure foundation; developing clusters and industries with potential. The province focuses on promoting strategic advantages such as land and geographical location, resolving strategic bottlenecks to transform from a "reserve" position to a "driving force" for growth and development of the Southern key economic region. By 2030, Binh Phuoc strives to become an industrial province in the direction of modernity, sustainable efficiency. This means that this place will be an "attractive destination" of the Southeast region and become a modern, prosperous, civilized industrial province by 2050.

Actively seek partners

Right from the beginning of the term, the Covid-19 pandemic has disrupted traditional methods of directing, managing and operating economic development. Projects calling for foreign direct investment (FDI) face many challenges and Binh Phuoc is no exception. In 2020, there were 27 delegations of foreign partners and enterprises coming to the province to explore investment opportunities, but in 2021 there were only 11 delegations... Not being passive in the face of difficulties, the provincial leaders have coordinated with relevant agencies to promote Party and economic diplomacy; replacing direct trips with online investment promotion with partners and enterprises in the region and around the world. Economic cooperation through online connections and especially prioritizing traditional cooperative countries, such as Japan, Korea, the US...

Accordingly, many investment promotion conferences in the province connecting online with other countries have been successfully held. For example, in March 2021, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien chaired an online conference to promote investment with Japanese partners. The conference was attended by the Commercial Counselor, Embassy of Vietnam in Japan; Representative, member of the Japanese House of Representatives Sasaki Hajime and more than 100 Japanese investors; connecting the bridge with Ho Chi Minh City chaired by the Consul General of Japan in Ho Chi Minh City opened up many new opportunities for businesses of the two countries...

In 2022, there were 40 foreign delegations with 763 foreigners visiting and working in the province, an increase of 29 delegations compared to the same period in 2021. Including the working session of the province with the Japanese business delegation on November 17, 2022 chaired by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien. The meeting was attended by the Head of the Osaka Trade Office, the Consulate General of Vietnam in Osaka and many investors from Japan...

After 2 years of online NGKT activities due to the Covid-19 pandemic, over the past year, the province has organized many diplomatic delegations, demonstrating its determination in stimulating the economy. From the beginning of 2023 to now, the province has had more than 20 foreign affairs trips to promote and introduce the province's potential and strengths; successfully calling for and attracting investment from many countries in the region and around the world.

For example, the working trip in April led by Party Central Committee member and Provincial Party Secretary Nguyen Manh Cuong to work in South Korea and the Hong Kong Special Administrative Region (China). In addition to introducing the potential and investment opportunities of the fertile land of Binh Phuoc, the province has called for investment focusing on the following areas: processing industry, high technology, environmental friendliness, logistics, information technology, projects creating high added value... Or in Taiwan (China) from March 21 to 24, the province coordinated with Becamex - Binh Phuoc Company to successfully organize an investment promotion conference with the participation of more than 50 businesses and investors...

In late May, the provincial delegation led by Party Central Committee member and Provincial Party Secretary Nguyen Manh Cuong connected with leading businesses in Australia, New Zealand, etc. Thereby, a land of great potential in Vietnam, Binh Phuoc, was promoted to international friends. Through diplomacy, the province also focused on calling for investment promotion. A trip that promises to bring the province's processing industry, supporting industry, manufacturing industry, electronics industry, consumer goods, etc. to new heights.
