The following article is a sharing by Dr. Vu Thi Minh Huyen, Vietnam Academy of Traditional Medicine and Pharmacy, about the significance of the Law on Teachers and the suggestions of a person inthe education sector so that this Law can soon come into life and promote its great values.

For the first time, Vietnam has a separate law for the teaching profession. For the first time, the legal status and rights of teachers are clearly and fully established in the administrative career system. The Law on Teachers is not only a legislative step forward, but also a profound gratitude to those who tirelessly "sow knowledge and cultivate people" across the country.

Affirming position - Giving worthy benefits to teachers

The Law on Teachers was passed by the National Assembly on the morning of June 16, affirming many important preferential policies such as: Ranking teachers' salaries at the highest level in the administrative career system, allowances according to regions, specific fields, and the right to proactively recruit belongs to the education sector. Those who work in difficult areas, teach students with disabilities, specialized schools or specific professions are entitled to higher benefits or a combination of many preferential policies.

In particular, teachers have the right to paid summer vacation, health care leave, regular training and education, and to have their dignity and honor protected by law. For the first time, acts of insult and violence against teachers are clearly prohibited.

From career pressure to new motivation

As an official in the education sector, I understand the pressure that teachers are under today. New programs, new textbooks, new methods… along with a rapidly increasing administrative workload, have left many colleagues feeling exhausted and even disoriented. In addition, incidents of insults, school violence, or one-sided criticism on social networks have made the teaching profession more sensitive and fragile than ever.

In that context, the Law on Teachers was born as a "spiritual tonic", a legal support to help teachers feel secure in their commitment, no longer feeling abandoned or alone.

On forums, social networks and in schools, a wave of excitement spread as teachers felt a real understanding from the State. For the first time, teachers’ professional feelings were understood by the law. For the first time, a teacher felt supported not only by words of encouragement, but also by specific laws.

Teaching profession is attractive again

In fact, over the past years, the standard scores for teachers have decreased, students have changed majors after graduation, and excellent students are not interested in teaching. Among the causes, the underlying cause is that the treatment is not commensurate.

The Law on Teachers, if implemented effectively, will change that situation. When salaries and benefits are attractive and the working environment is protected, talented people will return to the profession. This is a necessary condition to retain and improve the quality of the team - the core factor determining the success of educational reform.

The promulgation of the Law on Teachers will bring many practical values to the teaching staff.

First of all, the law will ensure basic income and living conditions, helping teachers feel secure in their profession. In addition, the law also specifically stipulates benefits and allowances according to regions and job characteristics, creating fairness and encouraging teachers to feel secure in their dedication, especially in difficult areas.

Not only stopping at material benefits, the Law on Teachers also establishes a clear legal corridor on rights, obligations and conditions of practice, helping teachers to be better protected in professional relationships. In particular, creating a working environment that respects expertise and upholds professional dignity will contribute to raising the social status of teachers - something that has not been clearly institutionalized for a long time.

From policy to life: Need for synchronization and determination

However, the effectiveness of the Teachers Law does not only depend on its content, but also on its actual implementation. For the law to come into effect, it is necessary to issue specific guidance documents as soon as possible, allocate sufficient budget for implementation, especially for salaries and benefits for teachers, and avoid falling into the situation of "framework law - waiting for instructions". Localities need to be transparent in paying allowances, especially for disadvantaged areas, speed up recruitment, and ensure enough quality teachers.

In addition, the law needs to be widely communicated, included in the training program, and have a flexible feedback and adjustment mechanism. Include the content of the Law on Teachers in the training and development program for teachers, so that the teaching staff can grasp their rights and obligations, be more proactive in their work, so that teachers can truly understand, exercise and protect their rights according to the law.

In particular, it is necessary to create opportunities to raise professional standards and properly control tutoring activities to avoid negativity and at the same time protect the image of teachers.

As someone in the industry, I deeply feel the significance of this law: It is not just a change in policy, but also a great source of motivation and timely gratitude from the State to the teaching staff. I hope that from this support, teachers across the country will become more dedicated, innovative and steadfast in their profession.

Hopefully, with the above proposals, the Law on Teachers will quickly come into effect, bringing practical benefits to millions of teachers and students across the country.
