Many gaps between policy and practice

Delegate Nguyen Thi Le Thuy ( Ben Tre ) said that Circular 29 on extra teaching and learning is not effective, there is still a gap between policy and practice. This has significantly affected schools, teachers, parents and students.

Delegates asked whether the approach to drafting documents on managing extra teaching and learning is still inadequate and what is the fundamental solution to managing extra teaching and learning in the coming time?

Responding to questions, Minister of Education and Training Nguyen Kim Son said that policies can only be effective when there is synchronous implementation from the central to local levels and sectors.

"If a document is good but the authorities do not fully perform their duties, the results will certainly not be as expected," Mr. Son affirmed.

According to the Minister, Circular 29 mentioned the responsibilities of the education and training sector, provincial and communal levels, schools, teachers and related subjects. During the implementation process, many localities actively participated, organized inspections and implementation; many places implemented well and had an impact. The Minister said that when the circular was issued, the Ministry of Education and Training inspected and found that many places implemented well.

"If we speak generally, that circular is not well implemented nationwide, it is unfair to some provinces and cities. To well implement the circular, we hope that all localities and authorities at all levels will join hands with the education and training sector," Minister Nguyen Kim Son emphasized.

Besides, the Minister said that the effective time of this document is not long (from February 14), so it is "a bit early" to evaluate the effectiveness of the document.

Not every opportunity is to teach and learn extra

Explaining the widespread situation of extra teaching and learning, Minister Nguyen Kim Son said that many things are not enough, one of which is that teachers' salaries are not enough to live on.

Next is the lack of enough schools so that children do not have to compete, especially in big cities, urban areas, and densely populated areas, where, according to the Minister, high school entrance exams are sometimes more stressful than university entrance exams. In addition, there are also reasons that come from parents not having enough confidence and not being satisfied with their children's achievements; principals and teachers have not fulfilled their responsibilities in conveying the content of the official curriculum.

"Thus, there is no single solution that can overcome this problem overnight, a comprehensive solution is needed," said Minister Nguyen Kim Son.

Regarding the question of delegate Nguyen Van Manh (Vinh Phuc) about whether when students voluntarily want to take extra classes, meaning they are not forced to, but the school refuses to teach them, is there a conflict with the Law on Teachers that has just been passed by the National Assembly?

Minister Nguyen Kim Son affirmed that both the Law on Teachers and Circular 29 strictly prohibit teachers from forcing students to take extra classes in any form. Therefore, this does not contradict the regulations.

Mr. Son said that the important thing is to guide the children to study by themselves and use the second class effectively, not to let them "beg for extra classes and get extra lessons".

"We also have to ensure that children have a childhood, have time to play, have time to learn other things, not just give extra lessons and extra learning every time," Mr. Son emphasized.

"Do not encourage" schools that chase quantity

Delegate Pham Van Hoa (Dong Thap) said that every year, non-public universities "compete to increase" enrollment quotas to generate revenue, without paying attention to training quality. This causes many graduates to be unable to find jobs and have to leave their majors. He asked the Minister to explain the cause and how to overcome this situation to ensure that graduates have stable jobs.

Responding to the question, Minister Nguyen Kim Son asked delegate Hoa to state the content he mentioned in the question "where did you quote from", because when giving data, it is necessary to identify who compiled the statistics and which source. "Otherwise, non-public universities will feel very sorry for themselves", said the Minister. At the same time, the commander of the education sector said that there are non-public schools that enroll students en masse, but there are also schools in the top 1,000 in the world.

In carrying out its State management responsibilities, the Ministry has imposed administrative penalties on a number of schools that enroll more students than their quotas. Currently, quotas are calculated based on training capacity. If capacity is exceeded, the sanctions will be severe.

The Minister emphasized that he "does not encourage" schools to chase quantity but must ensure quality, both public and private schools. It is necessary to create conditions for non-public schools to be equal and develop, but requires strict quality so that students can have good jobs.
