Lung Thum Hamlet has 103 households. Due to the location of the residential area concentrated in a low-lying area with no drainage, every year during the rainy season, Lung Thum Hamlet is often flooded, affecting houses and crops. In particular, in 2024, due to the impact of storm No. 3 ( Yagi ), Lung Thum Hamlet was flooded for up to 10 days, causing 103 households to be flooded, of which 78 households were completely isolated, and 22 hectares of crops were damaged.
Mr. Trieu Van Huu, Chairman of Trang Phai Commune People's Committee, Head of the Commune's Disaster Prevention and Search and Rescue Committee (PCTT&TKCN) said: Before this year's storm season, the Commune People's Committee has completed the Commune's PCTT&TKCN Committee; developed a disaster response plan according to risk levels. For areas with high risk of flooding such as Lung Thum hamlet, we have increased propaganda, warnings, and instructions for people on measures to prevent and respond to natural disasters.
In particular, since the beginning of 2025, the People's Committee of the commune has reviewed and supported 3 families in Lung Thum hamlet to relocate their houses to higher locations. Accordingly, the households are supported with funding to build houses according to Resolution No. 188-NQ/TU dated October 25, 2024 of the Provincial Party Standing Committee on implementing the Program to support the elimination of temporary and dilapidated houses for households with revolutionary contributions, policy families, poor households, near-poor households, and people affected by natural disasters and climate change in Lang Son province (each household is supported with 110 million VND). In addition, from the capital source of the National Target Program on Sustainable Poverty Reduction, the commune has supported 2 poor households in the hamlet to build and relocate their houses out of low-lying areas (the construction of the 2 houses is expected to start at the end of May 2025).
Ms. Trieu Thi Van, Lung Thum hamlet, Doan Ket village said: My house was built in 2004, since then, my house has been flooded 12 times. Because the house is located in a low-lying area, every year during the rainy season, it is flooded. Most recently in 2024, due to the impact of storm No. 3, my house was flooded, completely isolated, and my family's rice and corn fields were also damaged. In early 2025, with financial support from the State under Resolution 188, my family built a new house on a higher location, this year my family feels more secure when the rainy season comes.
In addition to supporting housing construction costs, from the beginning of 2025, Van Quan district has provided 50 million VND to support the Commune People's Committee to rent dredging machines to clear the flow in Lung Thum hamlet to limit flooding that causes damage to houses and crops.
Mr. Hoang Van Tuyen, Head of Doan Ket Village, said: Storm No. 3 in 2024 has severely affected the houses and crops of people in Lung Thum hamlet. Therefore, entering the rainy season this year, the village has promoted and mobilized people in the village to contribute 50 million in cash to rent an excavator, mobilized 600 working days of people to clear and dredge canals, minimizing damage caused by floods.
At the same time, the village also propagates and guides people to proactively reinforce their houses, prune trees near their houses, reinforce roofs, windows, stock up on food, drinking water, medicine, life jackets, flashlights during the rainy and stormy season; closely follow weather developments to promptly notify via loudspeakers, zalo groups of the village... to help people grasp the weather situation, the level of danger, be ready to evacuate people and property to high places when there is rain and flood to ensure people's lives and property. In addition, to limit damage to crops, the village continues to mobilize people to participate in dredging canals, clearing the flow to drain water quickly when there is heavy rain; adjust the planting schedule to avoid the peak of rain and storms, proactively prepare reserve sources of seeds, especially short-term seeds to promptly restore production if there is damage...
Mr. Ly Van Dam, Deputy Head of the Department of Agriculture and Environment of Van Quan district, said: The district has reviewed and provided financial support for people to dredge the canal and irrigation systems to facilitate drainage; coordinated with relevant units to propagate to people to monitor weather developments and proactively respond when heavy rain occurs. In the long term, the unit has advised the district People's Committee to develop a resettlement support project to relocate households in Lung Thum hamlet from areas that are frequently flooded to submit to higher authorities for consideration and approval.
With the practical support, careful preparation, and readiness to respond to all situations of the commune government, it is hoped that the flood and storm prevention work of the commune, especially Lung Thum hamlet, will be effective. However, in terms of long-term solutions, it is hoped that all levels and sectors will pay attention to supporting local people to relocate from areas that are frequently flooded, thereby helping people feel secure when storms come.
