“Smart Grid: Connecting Through Autonomous AI”

This session is part of the ASEAN-Gulf Cooperation Council (GCC) Economic Forum 2025, which aims to present the vision of regional leaders on autonomous artificial intelligence (AI), comprehensive digital transformation, and the role of ASEAN-GCC-China cooperation in building a trusted and inclusive digital infrastructure. This session opens the entire forum and serves as a setting point. Also attending were G42 Group (UAE) CEO Xiao Ping; The coordinator was Malaysia's Minister of Trade and Industry Tengku Zafrul Aziz.

At the Discussion Session on AI autonomy, Malaysian Prime Minister Anwar Ibrahim said that the problems we face with AI today have become global issues; therefore, it is necessary to increase dialogue on AI, put it on the Summit agenda and take advantage of the power of AI. Without understanding AI, it is difficult for us to ensure our autonomy and sovereignty .

The Prime Minister affirmed that AI cannot change or replace us, but we must preserve our values. When we go through technological revolutions, we must change. Some people are worried about this change, while others are more confident in the new era.

Responding to the question of how Vietnam views AI and the cooperation between Vietnam, ASEAN and the GCC, Prime Minister Pham Minh Chinh stated that all countries consider AI development as one of the top strategic and priority options today. For ASEAN, this is the center of growth, dynamic development, diverse culture, diverse human resources; the GCC region has abundant energy resources, rich finance, technology, and experience; therefore, these two characteristics clearly show their complementarity.

This complementarity is the connection of businesses, the connection of the two economies, the connection of AI. Businesses play a decisive role, the State plays a creative role. We must coordinate closely and effectively in all aspects, industries, exchange and learn from the people; harmonize institutions between the two regions; must both govern and ensure development.

G42 Group General Director Xiaoping stated that AI can now imitate human thinking. AI is being applied to 80% of market activities. In the coming time, AI will be an indispensable part of humans. AI will not only imitate human thinking but will be like human thinking, therefore, the world needs to promote the construction of AI infrastructure to quickly bring AI into life.

Every day, AI data centers consume a lot of energy, so no country can take advantage of the technology brought by AI, so we have to build a global AI network like the electricity grid... In the AI ​​era, there is no shortage of electricity. Hopefully, leaders will join hands to develop the AI ​​network.

Regarding limiting the negative impacts of AI, Prime Minister Pham Minh Chinh stated that the problem is that we must exploit the good points of AI, limit the negative points of AI, and pose problems for us to think about.

According to the Prime Minister, we must first encourage the development of AI as strongly and as much as possible; we should not worry about AI replacing humans but must develop strongly and actively. The problem is to develop in a controlled manner, a question for managers, businesses and technology. Humans invented AI, not AI invented humans, therefore, AI cannot win over humans, cannot make humans lose their creativity, lose their jobs. To do so, we must unite internationally, promote multilateralism because no one, no country can solve global, comprehensive, and universal problems alone. We must ensure equal access to AI, and ensure that businesses are autonomous, integrated, and humane in AI development.

The Prime Minister hopes that rich and developed countries need to support and help poor and developing countries to develop AI, ensuring inclusive and comprehensive development, leaving no one behind. At the same time, using tools, together build harmonious mechanisms and policies to encourage development, control negative aspects; develop strategic infrastructure such as databases, electricity, and other necessary infrastructure.

Another important thing is high-quality human resources, ethical and humane operations; preferential financial resources for poor and underdeveloped countries; and technology transfer. Currently, this technology transfer is not very fair, countries that hold a lot of high technology are still limited in transferring. Therefore, countries like Vietnam still have to explore and develop on their own... In the current context, there must be a legal system and standards; there must be increasingly effective close coordination with the spirit of open, controllable policies - modern, transparent infrastructure - smart management.

Mr. Tieu Binh expressed that AI technology will change everything, both Vietnam and Malaysia, changing the value chain, the global supply chain. The time has passed for countries to focus on building conventional factories, now they must build a system of factories that are truly smart.

Malaysia has a very good semiconductor industry. If we consider semiconductors as muscles, scientists are the brains of AI. Vietnam has a very good manufacturing industry. When we cooperate well, we can create an AI network. Each country needs to define its role in this network from issues such as human resources, electricity, etc. Each country also needs to find its new role to be able to create new prosperity for itself. Countries with foresight and deep thinking can learn and understand the current technological changes.

The Malaysian Prime Minister emphasized that we have had substantive dialogues between the GCC, ASEAN and China because all parties share the same mindset of applying new technology to create change. Without trust, the parties cannot cooperate with each other as they do today. The Prime Minister is very pleased that ASEAN, the GCC and China have overcome all obstacles to sign a cooperation agreement. In addition to basic issues such as economics, trade and investment, the parties have focused on cooperation on new technology.

Prime Minister Pham Minh Chinh agreed with the Malaysian Prime Minister's opinion on cooperation; stating that this is Malaysia's effort that plays a decisive role, with the support of the GCC and China; believing that the three regions will support and complement each other to increase potential differences, outstanding opportunities, competitive advantages, develop together, win together, and enjoy joy and happiness in common achievements.
