Regarding the bidding scandal at the construction project of the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway through Binh Phuoc province, the investor, the Binh Phuoc Province Construction Investment Project Management Board (PPMB), has a report explaining the reasons why Son Hai Group and 3 other contractors failed the bid.

According to the report of the Project Management Board, the contractor selection plan was approved in Decision 233/QD-UBND dated February 11, 2025, the bid package is applied to open bidding online.

The consulting unit that prepares bidding documents and evaluates bidding documents is Van Phu Consulting Joint Stock Company ( Hanoi ). The expert team was established by the consulting unit.

On May 6, the Expert Team prepared an evaluation report of the electronic bidding documents (E-HSDT) and sent it to the Project Management Board. There were 5 units participating in the bidding, including Son Hai Group.

According to the assessment of the Expert Group, the E-HSDT of 5 contractors are all valid, qualified and experienced, however, the technical assessment results show that 4 contractors did not meet the requirements, including Son Hai Group, only the HCM-TDM-CT Expressway Joint Venture (including Truong Son Construction Corporation, NTV Thanh Phat Construction, Service and Trading Company Limited) met the requirements.

Specifically, the expert team assessed that Son Hai contractor did not meet the requirements for materials and equipment provided for the bid package; did not meet the requirements for organizing the implementation of building information modeling (BIM) in the bid package; did not meet the requirements for construction machinery and equipment serving the construction of the bid package.

The bidding expert group concluded that the process of evaluating the E-HSDT of the bidders was carried out based on the regulations for online bidding. Specifically, the evaluation of the bidders' capacity was entirely based on the documents declared by the bidders themselves and submitted via the National Bidding Network System as well as the clarifying documents.

Based on the E-HSDT documents, the Expert Group agreed and recommended that the investor consider selecting the HCM-TDM-CT Expressway Joint Venture as the winning bidder. The investor then issued a notice of contractor selection results according to the Expert Group's recommendation.

According to the investor, during the process of evaluating bidding documents, there were some contents that needed to be clarified. The Project Management Board organized the implementation according to regulations, and at the same time asked for opinions from relevant authorities and received written responses from the Bidding Management Department, the Department of Economics - Construction Investment Management, and the Vietnam Register.

What is the capacity of the winning bidder?

The contractor selection result of the investor, the Binh Phuoc Provincial Construction Investment Project Management Board (PMU), showed that the winning bidder was the HCM City - Thu Dau Mot - Chon Thanh Expressway Joint Venture. The bid package is worth more than VND880 billion, and the bid price of this joint venture is more than VND866 billion.

According to research, the HCM - Thu Dau Mot - Chon Thanh Expressway Joint Venture includes Truong Son Construction Corporation (Truong Son Corporation) and NTV Thanh Phat Trading, Service and Construction Company Limited (Thanh Phat Company).

Truong Son Corporation was established in 1996, headquartered in Thanh Xuan district (Hanoi), with Mr. Nguyen Huu Ngoc as General Director and legal representative.

Truong Son Construction Corporation is constructing many key traffic projects, including 11 packages of the North-South vertical expressway, 3 packages of the Chau Doc - Can Tho - Soc Trang horizontal expressway, 2 component projects of the Bien Hoa - Vung Tau expressway section; Ring Road 4 - Hanoi Capital Region; Ring Road 3 - Ho Chi Minh City, Tuyen Quang - Ha Giang expressway... Besides, there are projects such as Long Thanh airport, Tan Son Nhat airport, Hoa Binh Hydropower Plant expansion, Ialy Hydropower Plant expansion; defense packages, mine clearance in many localities...

According to the financial report published at the end of March 2025, as of December 31, 2024, the total assets of this corporation were recorded at more than VND 12,680 billion. Of which, equity was VND 717.5 billion and liabilities were VND 11,963 billion.

By the end of 2024, Truong Son Construction Corporation will achieve VND 47.8 billion in profit after tax, an increase of 18% compared to 2023. The profit after tax/total assets ratio is 0.36% and the profit after tax/equity ratio is 6.67%.

This unit participated in 680 bids, of which 642 were won, 32 were lost, 5 were not yet awarded, and 1 was canceled. The total value of the winning bids (including joint ventures) was more than 128 trillion VND. Of which, the total value of the winning bids as an independent bidder was 11 trillion VND.

The remaining enterprise in this consortium is Thanh Phat Company, established in 2010, headquartered in Bien Hoa City, Dong Nai Province, with Ms. Ha Ngoc Ninh as Chairwoman of the Board of Directors, Director and legal representative. The latest updated charter capital (June 2024) reached VND 56 billion; of which Ms. Ninh contributed 68%, Ms. Nguyen Chau Linh 32%.

In addition to its registered headquarters in Bien Hoa City, Dong Nai Province, this enterprise also has representative offices in Hanoi and Binh Duong.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway construction project passes through Ho Chi Minh City (about 2 km of access road), Binh Duong province (52 km long) and Binh Phuoc province (7 km long). The section passing through Binh Phuoc province will break ground in December 2024 with a total investment of VND 1,474 billion.
