Improve the quality of agricultural products

According to the Department of Crop Production and Plant Protection, in recent times, the establishment and management of MSVT and CSĐG have been of interest to many localities, enterprises, cooperatives and people. MSVT is considered a "passport" to ensure the quality of cultivated products and traceability of agricultural products. Thereby, it has contributed to changing farmers' farming practices, transforming thinking, raising awareness of production towards more professionalism, transparency, sustainability and responsibility. MSVT meets the strict requirements of domestic consumption markets and importing countries, bringing higher economic efficiency than traditional farming.

To improve the effectiveness of MSVT and CSĐG issuance and management to create products that fully meet the requirements of importing countries. The relevant authorities recommend raising awareness among organizations and individuals about MSVT and CSĐG implementation, focusing on product quality requirements.

Localities need to apply information technology in managing and providing information on MSVT and CSĐG to facilitate inspection, supervision and traceability. Improve the legal framework and strengthen international cooperation: regularly review and update regulations on food safety and plant quarantine to ensure compliance with international standards to meet the requirements of import markets and improve the quality of domestic products.

At the same time, strengthen inspection, examination and supervision of growing areas and export control measures; strictly handle violations by suspending or revoking export control measures and control measures depending on the level and frequency of violations to help raise compliance awareness of producers and export enterprises to create fairness in export activities.

Exporting enterprises need to proactively learn and comply with technical regulations on codes of importing countries; maintain and improve production conditions in growing areas and technical standards after being granted export codes; diversify export markets...

Some difficulties to overcome

Although the work of granting and managing MSVT and CSĐG for export has had certain results, there are still many problems that require synchronous implementation of solutions. According to the Department of Crop Production and Plant Protection, most localities are currently only interested in providing guidance on establishing and granting new ones, but have not focused resources on monitoring MSVT and CSĐG after approval.

This is one of the main reasons why many shipments violate regulations and receive warnings from plant quarantine agencies of importing countries or are forced to turn back at Vietnam's border gates due to the detection of plant quarantine objects.

In addition, the awareness of local officials and producers is still limited; there are no sanctions for violations; there is not enough investment in information technology. Localities are still confused in managing and handling MSVT, CSĐG, and do not comply with the regulations of the importing country. Many localities lack human resources and finance to perform this task and the task of monitoring after code issuance; monitoring after code issuance is carried out in a very formal manner.

Not to mention, tracing the origin still faces many difficulties because many localities, growing areas and durian CSĐG receive violation notifications in an overly negative way, leading to evasion and shirking of responsibility; not admitting to exporting the related shipment, making it impossible to continue to determine the cause; and recording incomplete information, especially the purchase and harvesting of the product.

The work of monitoring growing areas and CSĐG after being granted codes still has many limitations such as: growing areas and CSĐG have many different types of crops, different harvest times; the consumption link between enterprises and cooperatives, cooperative groups, and growing areas is not tight; the management of MSVT, use of MSVT has no clear mechanism and regulations, is not strict, leading to affecting the reputation of the production area, affecting the maintenance of MSVT.

As of August 2025, the country has 9,207 MSVTs exporting 15 types of fresh fruits and vegetable products (dragon fruit, longan, lychee, mango, rambutan, star apple, lemon, grapefruit, mangosteen, basil,...) to 11 markets (China, USA, Australia, Korea, Japan, EU...).

The country currently has 1,735 CSĐGs assigned codes for fresh fruits. The province has 57 CSĐG export codes; 805 MSVT (export, domestic) have been assigned codes with an area of ​​over 24,700 hectares. Of these, there are 599 MSVT for export, 206 MSVT for domestic.

From a production perspective, Mr. Le Thanh Hoang - Director of Thanh Ngoc Agricultural Cooperative (Thanh Thuan commune) said: One of the difficulties in implementing MSVT is that the production-processing-consumption chain is still loose, the organization between stages is moderate, mainly on medium and small scale.

Many farmers do not clearly understand the meaning and benefits of MSVT in tracing the origin and exporting agricultural products. Farmers also do not have the habit of keeping a farming diary. At the same time, the cost of issuing MSVT is relatively high, making farmers hesitant.

Strengthening supervision of the use of growing area codes

According to the Department of Agriculture and Environment, recently, provincial leaders and relevant units have paid attention to building growing areas and orienting agricultural production to meet export requirements; creating conditions to ensure product quality and strictly controlling pesticide residues.

Mr. Lam Van Tan - Director of the Department of Agriculture and Environment said: In the coming time, the department will continue to support the development of agricultural product brands and trademarks and agricultural product trade promotion programs; ensure traceability, build MSVT, CSĐG codes to meet the domestic and foreign agricultural product consumption markets. Strengthen supervision of MSVT usage, especially the purchase and sale of products outside MSVT.

In addition, continue to promote the effectiveness of effective high-tech applications in agricultural production such as: using unmanned aircraft equipment, advanced irrigation technology, continue to promote the significance of digital transformation in agriculture, especially the access and application of digital technologies from production to processing, distribution, consumption of agricultural products, etc.
