On August 3, the Ministry of Agriculture and Environment issued Document No. 5058/BNNMT-DD to the People's Committees of the Northern provinces and cities on proactively responding to heavy rain, risks of floods, inundation, flash floods, and landslides.

The document stated that in recent days, the northern mountainous provinces have experienced heavy rain , floods, flash floods, and landslides, causing serious damage to people, property, and infrastructure, especially in Dien Bien and Son La provinces.

It is forecasted that from the evening of August 4 to the morning of August 7, the mountainous and midland areas of the North are likely to experience a widespread heavy rainstorm with total rainfall ranging from 50-120mm, locally over 250mm; other areas of the North will have rain of about 30-80mm, locally over 150mm.

Warning of the risk of heavy rain over 100mm in 3 hours. Heavy rain is likely to cause flooding in low-lying areas, urban areas, industrial zones; flash floods on small rivers and streams, landslides on steep slopes.

To proactively respond to heavy rain, risks of floods, inundation, flash floods, and landslides, the Ministry of Agriculture and Environment requests the People's Committees of the Northern provinces and cities to urgently mobilize resources to overcome the consequences of the recent floods; closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rain in recent days.

Northern provinces and cities organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured, not allowing unfortunate human losses due to carelessness and subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Provinces and cities in the above-mentioned areas shall inspect, review, and deploy measures to ensure the safety of key works and works under construction, especially works that have had incidents and small reservoirs that are full of water; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations; proactively take measures to drain water to prevent flooding and protect production, industrial parks, urban areas, and residential areas.

Localities are ready with forces and means for rescue when required; directing local radio, television and mass media agencies to increase information on developments of heavy rains to authorities at all levels and people to proactively prevent. At the same time, organize serious on-duty shifts and regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).

* The National Center for Hydro-Meteorological Forecasting said that today (August 3), there were local thunderstorms in the mountainous areas of the North.

In the evening and night of August 3, Dien Bien, Lai Chau, and Son La will have scattered showers and thunderstorms, with localized heavy rains of 10-30mm, and in some places over 60mm. Thunderstorms may include tornadoes, lightning, hail, and strong gusts of wind.

From the evening and night of August 4 to the morning of August 7, the mountainous and midland areas of the North are likely to experience a widespread heavy rainstorm with total rainfall ranging from 50-120mm, with some places exceeding 250mm. There is a very high risk of rainfall exceeding 100mm in 3 hours, causing localized flooding.
