DTO - The delegation of Dong Thap province has just had a successful working trip to Laos. Dong Thap Newspaper reporter had an interview with Mr. Tran Tri Quang - Member of the Provincial Party Committee Standing Committee, Vice Chairman of Dong Thap Provincial People's Committee about continuing to strengthen exchanges and cooperation between Dong Thap and the two provinces of Salavan and Champasak of the Lao People's Democratic Republic in the coming time.

PV: Could you briefly introduce the characteristics, traditions, and advantages of Dong Thap in cooperation with Laos?
Mr. Tran Tri Quang: Vietnam and Laos have a long-standing relationship of great friendship, special solidarity and comprehensive cooperation in all fields, founded by President Ho Chi Minh and President Kaysone Phomvihane, and cultivated and built together over time by leaders and revolutionary soldiers.
Based on the extremely good relationship between the two countries, Dong Thap province established a friendly and cooperative relationship with Salavan province, Lao People's Democratic Republic in 2013, after the visit and work of comrade Le Vinh Tan - Secretary of the Provincial Party Committee at that time. This is the premise for Dong Thap to annually organize provincial delegations to visit, work, share experiences and celebrate the traditional Bunpimay New Year, Laos.
On September 27, 2017, Dong Thap province and Champasak province signed a memorandum of understanding on cooperation in a number of areas where the localities have strengths such as: cooperation in agriculture , ornamental plants..., especially cooperation in training human resources for Lao officials and students at universities and colleges in the province.
Dong Thap province has signed a memorandum of understanding with Salavan and Champasak provinces; and a relationship of visits, delegation exchanges and mutual support with the authorities of Hua Phan province and the capital Vientiane.
The advantage of Dong Thap province is that it has socio-economic similarities with Lao provinces, taking agricultural economy as the mainstay, in which the strengths of fruit trees, ornamental flowers and aquaculture... are the highlights of Dong Thap province that Lao provinces appreciate and wish to exchange and share. Specifically, in March 2024, Munlapamok district, Champasak province sent a working delegation led by Secretary and District Chief Vannasak Xattakoun to visit and learn about the province's agricultural production models. Through the working sessions, the Munlapamok district delegation wishes to establish a twinning relationship with a locality of Dong Thap province and have Dong Thap province's expert delegations visit Champasak to transfer techniques and guide the cultivation of some typical agricultural models of the province such as: mango cultivation, ornamental flowers...
PV: Recently, friendly cooperation activities between Dong Thap province and Salavan and Champasak provinces (Laos) have achieved many important results. Could you please introduce some highlights of the effectiveness of these activities?
Mr. Tran Tri Quang: The 13th National Party Congress proposed the policy of "Building a comprehensive and modern diplomacy with three pillars: Party diplomacy, State diplomacy and People's diplomacy" - this is considered the "compass" throughout the foreign affairs work of each locality.
Firstly, in terms of Party foreign affairs, the Communist Party of Vietnam and the Lao People's Revolutionary Party are both steadfast in the goal of socialism, taking the people as the root. Therefore, in Party foreign affairs, the leaders of Dong Thap province and the leaders of Lao provinces always have a common voice, easily discuss and delve into key issues such as: "Improving the leadership capacity of the Party, strengthening the great national unity bloc, ensuring solid political stability". In addition, the Party leaders of the two provinces regularly exchange congratulatory letters and telegrams on the occasion of major events, holidays, and New Year's Day of the two nations, and most recently, the working trip of Standing Deputy Secretary of the Provincial Party Committee Phan Van Thang and the delegation of Dong Thap province to visit, work and dialogue with the leaders of Champasak province in the field of Party foreign affairs and people's foreign affairs. Thereby, the relationship between the two Parties is further consolidated and tightened.
Second, regarding State diplomacy, concretizing the Party's foreign policies, based on the memorandums of understanding between Dong Thap province and the two provinces of Salavan and Champasak, Laos. Every year, the Provincial People's Committee organizes delegations to visit, exchange, share experiences and discuss cooperation in many fields with the authorities of Lao provinces. The highlight is cooperation in the field of human resource training. Since 2017, the province has supported scholarships for 97 international students from Champasak, Salavan and Hua Phan provinces to study at Dong Thap Medical College and Dong Thap Community College. In addition, the province regularly creates conditions for delegations of departments and branches of the two provinces to travel back and forth, exchange expertise, learn experiences, promote trade, tourism and investment.
Third, regarding people's diplomacy, within the framework of the province's annual visits and working sessions, there is always a people's diplomacy delegation led by the leaders of the Provincial Party Committee, the Vietnam - Laos Friendship Association of the province, the Ho Chi Minh Communist Youth Union of the province and the Provincial Young Entrepreneurs Association to visit, exchange, and carry out people's diplomacy activities, enhancing friendship and understanding of culture and people. This contributes to promoting comprehensive cooperation between Dong Thap province and the neighboring provinces of Laos.

PV: In the coming time, what cooperation orientation and solutions does the province plan to implement to develop together, while strengthening, fostering, and tightening the solidarity and friendship between Dong Thap and the neighboring provinces of Laos, sir?
Mr. Tran Tri Quang: The province continues to effectively implement the Foreign Affairs Project between Dong Thap province and provinces of the Lao People's Democratic Republic for the period 2021 - 2025, focusing on cooperative relations with two localities with which the province has signed a Memorandum of Understanding, Salavan and Champasak.
In order to concretize the contents of the memorandum of understanding with the authorities of Lao provinces, the Provincial People's Committee will direct the focus on supporting the neighboring country in training human resources, especially medical human resources. This is the province's strength, thereby training a generation with deep expertise, understanding of the language and culture of Dong Thap people, contributing to the bridge to promote the great friendship and special solidarity between Dong Thap province and Lao provinces.
In the long term, the province will direct suitable units and localities that are capable of forming friendships and supporting their counterparts in Champasak and Salavan to implement a number of models of science and technology transfer in agriculture, light industry, etc. Thereby, creating effective and sustainable cooperation models, fully demonstrating the image of Dong Thap people as "Loving, dynamic, creative" in the hearts of Lao comrades and brothers, contributing to fostering the relationship between Vietnam and Laos to be forever green and forever sustainable.
