The forum was attended by representatives of the Ministry of Public Security , Ministry of Science and Technology, Central Inspection Commission, Central Strategic Policy Committee, scientists, experts, businesses, and international organizations.
Vice Chairman of the People's Committee of Hung Yen province Pham Van Nghiem said that this is an important event, taking place in the context that the whole country is implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, one of three strategic breakthroughs, creating a key driving force for fast, green and sustainable growth.
Developing a data economy is not only an inevitable trend, but also a core driving force to help countries and localities improve labor productivity, competitiveness, innovate growth models and manage more effectively; at the same time, realize the commitment to net zero emissions by 2050, ensuring energy security, environmental security and sustainable development.
For Hung Yen, the first Provincial Party Congress, term 2025-2030, has determined the goal that by 2045, Hung Yen will become a smart, ecological city, directly under the Central Government, a modern industrial, commercial, service and logistics center of the Red River Delta region.

To realize that aspiration, Hung Yen identifies science, technology, innovation and digital transformation as the central driving force for rapid and sustainable development, in which the data economy plays a key role in helping to improve the management and operation efficiency of governments at all levels; promote business innovation, optimize production and business; develop new economic sectors, and create high-quality jobs.
With a strategic location in the center of the Red River Delta, convenient connections with Hanoi, Hai Phong, Quang Ninh; and an increasingly complete infrastructure, industrial system and human resources, Hung Yen has favorable conditions to break through and become a new growth pole of the Capital region.
The province has proposed and is focusing on building and implementing the Hung Yen High-Tech Park, aiming to form a regional-scale center for research, innovation and technology transfer.
At the Forum, managers, scientists, businesses and international organizations exchanged and shared experiences, models, solutions and policies to effectively develop the data economy.
Within the framework of the Forum, a Digital Experience Exhibition took place with 11 booths of strategic partners such as Viettel, VNPT, MISA, VietinBank, MobiFone, Vietcombank, TH True Milk, Loca AI... introducing solutions on data, digital agriculture, smart tourism, virtual assistants and green energy.

The Science, Technology, Innovation and Digital Transformation Forum of Hung Yen Province 2025 is considered the starting step of Hung Yen Province's data strategy, which is both political and legal, and a stage of technology and innovation, connecting the government, businesses, academia and the investment community; a meeting place between policy makers, scientific knowledge and technological strength, opening up breakthrough solutions to help Hung Yen rise up in the era of data and artificial intelligence.
