Issuing the System of Statistical Indicators forthe Education Sector
On March 18, 2024, the Ministry of Education and Training (MOET) issued Circular 03/2024/TT-BGDDT on the System of statistical indicators for the Education sector.

The system of statistical indicators of the education sector is a set of statistical indicators to collect statistical information to serve the work of assessing, forecasting the situation, planning strategies, policies, and building development plans of the education sector; meeting the needs of exchanging and sharing educational statistical information according to the provisions of the Law on Statistics and documents guiding the Law on Statistics; and is the basis for developing a statistical reporting regime for the education sector.
The system of statistical indicators for the education sector includes: List of statistical indicators for the education sector and content of statistical indicators for the education sector.
This Circular takes effect from May 3, 2024.
Guidance on leadership and management positions and professional titles in the field of education and training at universities
On March 29, 2024, the Ministry of Education and Training issued Circular No. 04/2024/TT-BGDDT providing guidance on leadership and management positions and professional titles in the field of education and training in public universities and colleges of education.
According to the Circular, the principles for determining job positions must be consistent and consistent with specialized legal regulations in the field of education; and must comply with the principles specified in Article 3 of Decree No. 106/2020/ND-CP of the Government regulating job positions in public service units.
Leadership and management positions and professional title positions in education and training are associated with the organizational structure, training activities, scientific and technological activities, and community service of educational institutions;
At the same time, ensure efficiency, reduce focal points, streamline payroll, restructure the staff and reduce state budget costs when determining job positions according to professional titles in educational institutions.
This Circular takes effect from May 15, 2024.
National Science and Technology Competition Regulations for High School Students
On April 10, 2024, the Ministry of Education and Training issued Circular 06/2024/TT-BGDDT on the Regulations for the National Science and Technology Research Competition for middle and high school students.
The Circular takes effect from May 27, 2024 and replaces Circular 38/2012/TT-BGDDT amending Circular No. 32/2017/TT-BGDDT.
Accordingly, one of the notable new points is the increase in the number of competition projects. Specifically, the Department of Education and Training is allowed to register a maximum of 3 competition projects (the old regulation was 2). Particularly, the Department of Education and Training of Hanoi and Ho Chi Minh City, each unit is allowed to register a maximum of 6 competition projects (the old regulation was 4).
For participating units that are schools under the Ministry of Education and Training, universities, colleges, institutes, and academies, each unit can register a maximum of 2 projects; the unit hosting the competition can register a maximum of 6 projects. For the unit hosting the competition, which is the Hanoi Department of Education and Training or the Ho Chi Minh City Department of Education and Training, each unit can register a maximum of 12 projects.
The regulations on the number of prizes have also increased compared to before. Accordingly, the total number of prizes of the Contest shall not exceed 60% (the old regulation was 50%) of the total number of projects participating in the Contest. Of which, the number of first prizes shall not exceed 10% (the old regulation was 5%) of the total number of prizes; the number of second prizes, third prizes, and fourth prizes, each type of prize shall not exceed 30% of the total number of prizes.
The Circular also requires that the project's research content be appropriate to the psychology of the age group. The head of the committee (judge panel) is a reputable scientist with an academic title or degree from associate professor, doctorate or higher.../.
