Authorities in France, Germany, Italy and Belgium want to draw up a document to ensure that the use of profits from frozen Russian assets is legally compliant and does not endanger financial stability.
Earlier at the summit in October, EU leaders asked European foreign policy chief Josep Borrell and the European Commission (EC) to speed up the release of frozen Russian assets for Ukraine.
The EC is pressing ahead with a legal mechanism in the coming weeks.
However, France, which is supported by most countries, said the plan needed further study.
* Russia's Permanent Mission to the EU said that the "anti-Russia resolution", adopted by the European Parliament (EP) on November 9, "has something wrong" with the EU's sanctions against Moscow.
The EP, which has always supported strengthening sanctions against Russia, questioned the effectiveness of these measures in its resolution.
The Russian Permanent Mission expressed confidence that not only Russia “has the impression, to put it mildly, that there is something wrong with the EU's plans to impose sanctions on Russia”.
Earlier in the day, the EP questioned the effectiveness of EU sanctions against Russia and called on the EU Council and the EC to change this status as soon as possible.
EP MEPs ask the EC to reconsider its recommendation to ban Russian private vehicles from entering the EU.
