The People's Committee of Ninh Binh province has just issued regulations on extra teaching and learning in the area, effective from May 2.

Accordingly, the Provincial People's Committee strictly regulates the responsibilities of theeducation sector, relevant departments, branches and sectors, localities, principals and tutoring facilities.

In particular, the tutoring facility must ensure that each tutoring class has no more than 40 students; does not organize tutoring or extra classes on holidays and Tet holidays in the year according to Government regulations; does not organize tutoring or extra classes before 7:00, from 11:30 to 13:30 and after 21:30 every day. Each tutoring class does not exceed 2 hours per day and must have time for students to rest in between sessions.

In addition, establishments must comply with legal regulations on working hours and overtime of employees.

Circular 29 issued by the Ministry of Education and Training on extra teaching and learning officially took effect from February 14.

Accordingly, in addition to schools, organizations or individuals that organize extra teaching and learning activities with fees from students (collectively referred to as extra teaching establishments) must register their business according to the provisions of law. These establishments must publicly disclose information on the electronic information portal or post it at their headquarters. The publicized content includes the subjects that are organized for extra teaching; the duration of extra teaching by grade level; the location, form, and time of organization; the list of teachers and the tuition fee before enrollment.

Extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.

Teachers who are teaching at schools and participate in extra-curricular teaching must report to the principal or director or head of the school about the subjects, location, form, and time of extra-curricular teaching.
